DELAWARE STATE SENATE

146th GENERAL ASSEMBLY

SENATE JOINT RESOLUTION NO. 1

REQUIRING THE DELAWARE DEPARTMENT OF TRANSPORTATION TO STOP THE U.S. 113 NORTH-SOUTH PROJECT.



WHEREAS, questions over total cost and obtaining funds to be spent on the Project are in doubt; and

WHEREAS, two sections of the Project (Milford/Lincoln and Selbyville) have not been convinced to pick an alternative and they also question the process; and

WHEREAS, economic development along proposed alternatives has been delayed and halted, adversely affecting an already depressed economy; and

WHEREAS, concern over financial management and controls thereof has been cited in the Governor's report on the Project dated January 7, 2011; and

WHEREAS, there is a lack of standards in the appraisal system used for acquisition of any proposed route or alternative as cited in the Governor's January 7, 2011 report; and

WHEREAS, DelDOT's inability to stay within the original cost estimate of $10 million by requesting and spending $14 million created a cost overrun of 40%, which is unacceptable in the private business sector.

NOW, THEREFORE:

BE IT RESOLVED by the Senate and the House of Representatives of the 146th General Assembly of the State of Delaware, with the approval of the Governor, that the Delaware Department of Transportation shall stop the U.S. 113 North-South Project.

This Senate Joint Resolution requires the Delaware Department of Transportation to stop the U.S. 113 North-South Project.
