DELAWARE STATE SENATE

152nd GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 92

REAFFIRMING THE LONGSTANDING PARTNERSHIP BETWEEN THE STATE OF DELAWARE AND TAIWAN.

WHEREAS, the United States and the Republic of China (Taiwan) have enjoyed a longstanding partnership and share the common values of freedom, democracy, and human rights; and

WHEREAS, in 2022, Taiwan was ranked as the second freest country in Asia by Freedom House, and was ranked sixth among 177 world economies in terms of economic freedom by the Heritage Foundation, showcasing Taiwan as a beacon of democracy in East Asia; and

WHEREAS, the United States and Taiwan have forged ever stronger economic relations over the last 4 decades, with the United States now Taiwan’s tenth-largest trading partner; and

WHEREAS, Delaware supports Taiwan’s efforts to secure the signing of a Bilateral Trade Agreement and an Avoidance of Double Taxation Agreement with the United States, to boost Delaware exports to Taiwan and bring more Taiwanese investment to Delaware; and

WHEREAS, in 2022, the trade volume between Delaware and Taiwan amounted to nearly $275 million and Taiwan is Delaware’s third-largest source of imports and fourth-largest export market in Asia, demonstrating that Taiwan is a remarkable trading partner of Delaware; and

WHEREAS, Delaware welcomes more Taiwanese companies investing in this State; and

WHEREAS , on June 9, 2022, the Delaware Taiwan Friendship Caucus was formed to emphasize the shared values and economic partnership between Delaware and Taiwan and to advance the important economic, cultural, and political relationship that Delaware maintains with Taiwan; and

WHEREAS, Delaware is proud of the sisterhood relationship it has enjoyed with Taiwan since September 12, 2000, marked by strong bilateral trade, investment, educational, and cultural exchanges; and

WHEREAS, in 2023, Delaware celebrates the twenty-third anniversary of the sisterhood relationship with Taiwan and looks forward to an even closer relationship between Delaware and Taiwan in the future; and

WHEREAS, Taiwan has proven to be a very valuable contributor on a broad range of global issues, and Taiwan should be granted access to meaningfully participate in various international organizations, such as the World Health Organization, International Civil Aviation Organization, United Nation Framework Convention on Climate Change, and International Criminal Police Organization.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 152nd General Assembly of the State of Delaware, the House of Representatives concurring therein, that the members of the Delaware General Assembly hereby reaffirm Delaware’s commitment to strengthen the longstanding partnership with Taiwan, support Taiwan’s efforts to secure the signing of a Bilateral Trade Agreement and an Avoidance of Double Taxation Agreement with the United States; commend Taiwan’s vibrant full-fledged democracy; and continue to support Taiwan’s meaningful participation and contributions in international organizations.

BE IT FURTHER RESOLVED that the Secretary of the Senate send a copy of this Resolution to Governor John Carney and another copy to Ms. Bi-khim Hsiao, Representative of the Taipei Economic and Cultural Representative Office in the United States.

SYNOPSIS

This Senate Concurrent Resolution reaffirms Delaware’s commitment to strengthen the longstanding partnership with Taiwan, supports Taiwan’s efforts to secure the signing of a Bilateral Trade Agreement and an Avoidance of Double Taxation Agreement with the United States; commends Taiwan’s vibrant full-fledged democracy; and continues to support Taiwan’s meaningful participation and contributions in international organizations.
