SENATE CONCURRENT RESOLUTION NO. 8

CONTINUING AND REORGANIZING THE MOTORCYCLE RIDER EDUCATION ADVISORY COMMITTEE.



WHEREAS, the Motorcycle Rider Education Program, established in 1985, offers a mandatory novice training course for new motorcycle operators under the age of eighteen, and a volunteer rider education course for those who desire to improve their skills; and

WHEREAS, the initial course for young or untrained riders teaches skills in highway awareness and the rights of other motorists, and instills a thorough knowledge of the dangers and limitations involved in operating a motorcycle; and

WHEREAS, the course for experienced drivers serves as a refresher course on motor vehicle laws and skills; and

WHEREAS, although the Motorcycle Rider Education Advisory Committee was originally established in 1998 to make recommendations to the General Assembly concerning the Motorcycle Rider Education Program, it has become apparent that the Committee can be beneficial in many other ways; and, therefore, the reinstitution of the Committee is highly desirable;

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 148th General Assembly of the State of Delaware, the House of Representatives concurring therein, that the Motorcycle Rider Education Advisory Committee is hereby continued.

BE IT FURTHER RESOLVED that the following members of the Committee shall be appointed by the President pro tempore of the Senate and the Speaker of the House of Representatives in the following manner:one member from the House of Representatives appointed by the Speaker; one member of the Senate appointed by the President pro tempore; one member from the Office of Controller General; one member from the Department of Transportation, and one member from the Office of Highway Safety, appointed by the President pro tempore; and nine public members, six appointed by the Speaker and three by the President pro tempore.

BE IT FURTHER RESOLVED that the Committee meet at least quarterly, and have, at a minimum, the following functions:

(a)to monitor the Motorcycle Rider Education Program;

(b)to receive input from State agencies and the general public; and

(c)to assess future needs and recommend program improvements.


SYNOPSIS

This Senate Concurrent Resolution continues the Motorcycle Rider Education Advisory Committee, which must meet at least quarterly to monitor the Motorcycle Rider Education Program, assess future needs, and recommend program improvements.
