148th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 79

CONGRATULATING DR. MARK T. BRAINARD ON BEING INAUGURATED AS THE 5TH PRESIDENT OF DELAWARE TECHNICAL AND COMMUNITY COLLEGE.



WHEREAS Dr. Mark T. Brainard was appointed the College's fifth president on August 14, 2014, after a 25 year career spanning higher education, business and government; and

WHEREAS Dr. Brainard began his college education as a proud graduate of the Stanton Campus of Delaware Technical and Community College and then earned a bachelor's degree from Wilmington University and a juris doctorate from Widener University; and

WHERAS Dr. Brainard's strong advocacy for the mission of community colleges and responsiveness tothe needs of Delaware business and industry positions Delaware Technical and Community College as an educational leader and a lynchpin in the State's economic development efforts; and

WHEREAS Dr. Brainard's belief in the power of partnerships and tireless work to collaborate and communicate with Delaware business, government and educational leaders has developed strong community relationships and garnered state wide College support; and

WHEREAS Dr. Brainard commissioned the development and implementation of an aggressive marketing campaign that supports College enrollment goals and helps the institution tell its story of excellence in new and creative ways that reach key markets throughout the State; and

WHERAS Dr. Brainard launched work and life balance initiatives at Delaware Technical and Community College, including innovative scheduling to provide flexible work arrangements for faculty and staff in support of student success; and

WHEREAS Dr. Brainard's commitment to meeting the varied needs of Delaware Technical and Community College students prompted the development of a Blueprint for the Future: Keeping Student First report which identified national best practices and recommendations to increase student success and College effectiveness; and

WHEREAS Dr. Brainard's establishment of a culture of innovation has inspired and engaged College employees at all levels to be open to new ideas, take risks and think differently in how they work in order to advance the institution and support its students; and

WHEREAS Dr. Brainard helped to develop landmark legislation which established the Student Excellence Equals Degree ("SEED") scholarship more than 10 years ago and since has benefitted 8,239 SEED students in pursuing their goal of attaining a college degree; and

WHEREAS Dr. Brainard partnered with the governor, state legislature and Delaware Manufacturing Association to implement an innovative two-year dual enrollment initiative that prepares high school students for high demand, advanced manufacturing jobs throughout the state while they earn a high school diploma, college credits and work experience; and

WHEREAS Dr. Brainard's advocacy for veterans, military service members and their families and dedication of resources for military students earned the College status as a Military FriendlyŽ School in 2015 and 2016, a designation awarded to the top 15 percent of colleges, universities and trade schools in the country that embrace military students and commit to their success; and

WHEREAS Dr. Brainard launched a Community College Infrastructure Fund (CCIF) campaign in 2015, which continued in 2016, to educate the community about the College's priority to identify a long-term capital financing solution for more than $153 million in deferred maintenance and expansion needs caused by inadequate capital funding; and

WHEREAS Dr. Brainard led an historic initiative to establish a Bachelor of Science in Nursing degree at the College in direct response to shifting workforce demands and community needs and to ensure that Delaware Technical and Community College graduates and State residents continue to have access to an affordable, quality Nursing program that prepares them for employment in the healthcare industry; and,

WHEREAS Dr. Brainard connects with a wide range of College constituents through participation in community, civic and service groups including Delaware National Guard and Dover Air Force Base Honorary Commanders, Delaware Business Roundtable, Delaware Workforce Investment Board, Delaware State Chamber of Commerce Board of Directors, First State Innovation Board of Directors, Wilmington University Public Policy Advisory Board, St. Patrick's Day Society, United Way of Delaware Board and Phi Theta Kappa Presidential Advisory Board; and,

WHEREAS Dr. Brainard promotes the value, importance and quality of a Delaware Technical and Community College education at every opportunity and continually showcases the success of alumni working in the State's business and industry sectors.

NOW, THEREFORE:

BE IT RESOLVED that the Senate of the 148th General Assembly of the State of Delaware, the House of Representatives concurring therein, hereby congratulates Dr. Mark T. Brainard on becoming the 5th president of Delaware Technical and Community College.

BE IT FURTHER RESOLVED that we hereby express our sincere gratitude and appreciation to Dr. Brainard for his willingness to make a difference in the lives of others, and our commitment to support the important and indispensable role Delaware Technical and Community College plays in enhancing Delaware's economy and providing Delawareans with access to critical job training and higher education.

BE IT FURTHER RESOLVED that a suitably prepared copy of this Resolution be presented to Dr. Mark T. Brainard.


SYNOPSIS

This Resolution congratulates Dr. Mark T. Brainard on becoming the 5th President of Delaware Technical and Community College.
