147th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 7

RECOGNIZING THE GOVERNOR'S ADVISORY COUNCIL FOR EXCEPTIONAL CITIZENS.



WHEREAS, at the state level, for a number of years as the Advisory Council for Exceptional Children served with a primary mandate to advise the State Board of Education of the needs of exceptional children; and

WHEREAS, Delaware Senate Bill 353 passed in 1977 gave the Council its present name of the Governor's Advisory Council for Exceptional Citizens ("GACEC") and expanded its responsibilities to cover human service needs (including education) of exceptional citizens of all ages; and

WHEREAS, at the federal level, the Council serves as the State Advisory Panel for the Individuals with Disabilities Education Act ("IDEA") and its amendments; and

WHEREAS, the GACEC advises the state educational agency of unmet needs within the state for the education of children with disabilities; and

WHEREAS, the GACEC comments publicly on any rules or regulations proposed for issuance by the state regarding the education of children with disabilities and the procedures for distribution of funds under this part; and

WHEREAS, the GACEC assists the state in developing and reporting such data and evaluations as may assist the Secretary under Section 618; and

WHEREAS, currently the GACEC staff include Wendy Strauss (Executive Director), Kathie Cherry (Office Manager), and Kristin Mullen (Administrative Coordinator); and

WHEREAS, the GACEC members are volunteers that are appointed by the Governor; and

WHEREAS, the GACEC holds monthly meetings that are open to the public.

NOW, THEREFORE:

BE IT RESOLVED that the Senate of the 147th General Assembly of the State of Delaware, the House of Representatives concurring therein, hereby recognize the exceptional work of the Governor's Advisory Council for Exceptional Citizens.

BE IT FURTHER RESOLVED that upon passage of this resolution, suitable copies will be made available to the members of GACEC.
