DELAWARE STATE SENATE

146th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 43

ESTABLISHING A TASK FORCE TO WORK WITH THE DEPARTMENT OF EDUCATION TO ENSURE THAT THE STATE'S AMERICAN HISTORY CURRICULUM CONTAINS A BALANCED PRESENTATION OF THE HISTORY OF ORGANIZED LABOR AND COLLECTIVE BARGAINING AND THEIR IMPORTANCE IN THE DEVELOPMENT OF MODERN AMERICA.



WHEREAS, Organized Labor has had a significant impact on the lives and economic wellbeing of Americans; and

WHEREAS, it is critically important that the history of Organized Labor be presented in the American history curriculum in use in Delaware's schools in a fair, unbiased and comprehensive manner; and

WHEREAS, Organized Labor and the collective bargaining process which has been central to its important positive contributions to American history have enabled millions of Americans to have the ability to support their families and to partake of the American Dream; and

WHEREAS, it is critically important that today's young people have an opportunity to understand the sacrifices that were made by their ancestors in this noble cause;

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 146th General Assembly of the State of Delaware, the House of Representatives concurring therein, that the Secretary of Education is hereby requested to convene a "Task Force on Labor History" made up of the presidents of the Delaware State AFL-CIO, the Delaware Building Trades Council, Teamsters Local No. 326 and the Delaware State Education Association, or their designees.

BE IT FURTHER RESOLVED that the Secretary, or his designee, shall serve as chair of the said task force.

BE IT FURTHER RESOLVED that the said task force is charged with ensuring that Delaware public school students will be provided with fair and balanced instruction at an appropriate grade level in the history of Organized Labor and the collective bargaining process in America as part of their American history curriculum.

BE IT FURTHER RESOLVED that the said task force shall report its findings and recommendations to the Delaware General Assembly and the Governor on or before the 15th Day of March 2013.

BE IT FURTHER RESOLVED that the Department of Education is hereby urged to incorporate the curriculum material developed by the said task force into the American history curriculum used by Delaware public schools no later than the 2013-2014 school year.

BE IT FURTHER RESOLVED that suitable copies of this resolution be provided upon its passage to the Secretary of Education and the presidents of the Delaware State AFL-CIO, Delaware Building Trades Council, Teamsters Local No. 326 and the Delaware State Education Association.


SYNOPSIS

This Senate Concurrent Resolution establishes a "Task Force on Labor History" to develop materials to be included in the state's American history curriculum ensuring that Delaware public school students will be instructed at an appropriate grade level, and in a fair and balanced way, in the history of Organized Labor and the collective bargaining process and their importance to the development of modern America.
