SENATE CONCURRENT RESOLUTION NO. 40

AUTHORIZING THE STATE LEGISLATIVE WEBSITE TO INCLUDE FLOOR ROLL CALL VOTES BY LEGISLATOR STARTING IN JANUARY 2013.



WHEREAS, legislators are in office to represent their constituents and serve their communities; and

WHEREAS, the public deserves effective access to records of legislative actions; and

WHEREAS, six states already list voting records by legislator on their website; and

WHEREAS, Delaware's U.S. Senators already have their voting records online; and

WHEREAS, individuals coming to the Delaware state legislative website should have the ability to click on each legislator's name and get their voting record; and

WHEREAS, the voting record should show the bill's number, title, date(s) voted on, and how that particular legislator voted with a link to the bill's text; and

WHEREAS, providing the voting record for each legislator improves the ease with which constituents can see how their legislator votes on every bill; and

WHEREAS, even though voting records are already listed by bill number, including floor roll call votes by individual legislator is more efficient for constituents only interested in how their legislator votes; and

WHEREAS, voting history should be provided in a user-friendly format; and

WHEREAS, the technology to provide roll call votes by legislator in a timely manner is currently available; and

WHEREAS, this Resolution supports the goal of a more transparent state legislature.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 146th General Assembly of the State of Delaware, the House concurring therein, that the state legislative website is hereby authorized to include floor roll call votes by legislator starting in January 2013.
