SENATE CONCURRENT RESOLUTION NO. 4

SUPPORTING THE MILLION HEARTS INITIATIVE TO PREVENT ONE MILLION HEART ATTACKS AND STROKES IN THE UNITED STATES



WHEREAS, cardiovascular disease affects men, women, and children of every age and race in Delaware and it continues to be the leading cause of death in the First State.

WHEREAS, cardiovascular disease is the nation's leading cause of death and costliest disease with direct and indirect annual costs estimated to be $297.7 billion; and

WHEREAS, cardiovascular disease accounts for one out of three deaths nationwide; and

WHEREAS, nearly 2,200 Americans die of cardiovascular disease each day, an average of one death every 39 seconds; and

WHEREAS, nearly 33 percent of deaths due to cardiovascular disease occur before the age of 75 years; and

WHEREAS, an estimated 785,000 people in the U.S. will have a new coronary attack, an estimated 470,000 people nationwide will have a recurrent attack, and an additional 195,000 "silent" heart attacks will occur this year; and

WHEREAS, over 2,000 Delawareans die from cardiovascular disease each year; and

WHEREAS, the research is clear that there are preventive strategies, as well as community-based strategies, that can increase survival rates from cardiovascular disease; and

WHEREAS, the American Heart Association's 2020 impact goal seeks to improve the cardiovascular health of all Americans by 20 percent while reducing deaths from cardiovascular diseases and stroke by 20 percent through research, population- and community-level interventions, public health and policy measures; and

WHEREAS, the American Heart Association, the American College of Cardiology, the US Department of Health and Human Services, the American Hospital Association, and over one hundred public and private sector partners are collaborating to prevent ONE MILLION heart attacks and strokes across the country over the next four years.

WHEREAS, the Delaware Healthcare Association, Delaware Chapters of the American Heart Association, American College of Cardiology, American Academy of Family Physicians, Quality Insights of Delaware, Medical Society of Delaware, Delaware Center for Health Promotion, Christiana Care Health System, Delaware State University, Nemours, and the Division of Public Health have formed the Delaware Million Hearts Coalition; and

WHEREAS, the people of Delaware can dramatically improve many of their risk factors for a heart attack or stroke by healthy lifestyle choices such as regular physical activity,  eating a diet high in fiber, fruits and vegetables and low in sodium and saturated fat; and knowing their blood pressure and waist circumference numbers.

NOW, THEREFORE, BE IT RESOLVED by the Senate of the 147th General Assembly of the State of Delaware, the House concurring therein, that the members of the Delaware General Assembly strongly support the Million Hearts initiative to prevent One Million heart attacks and strokes in the United States,

FURTHERMORE, the members applaud the efforts of the American Heart Association, the Delaware Healthcare Association, the American College of Cardiology, Quality Insights of Delaware, the Medical Society of Delaware, Delaware Academy of Family Physicians, Delaware Center for Health Promotion, Christiana Care Health System, Delaware State University, Nemours, and the Delaware Division of Public Health, and organizations and individuals across Delaware to encourage Delawareans to know their numbers and monitor and control two key numbers, their waist circumference and their blood pressure, the members encouragethe Division of Public Health as well as other Delaware State agencies to assist the Delaware Million Hearts Coalition in support of their goal of helping achieve the national goal of preventing one million heart attacks and strokes across the United States over the next four years.


SYNOPSIS

This Resolution supports the Million Hearts initiative to prevent One Million heart attacks and strokes in the United States.
