SENATE CONCURRENT RESOLUTION NO. 29

RECOGNIZING THE USEFULNESS OF THE EMERGENCY PREPAREDNESS VOLUNTARY REGISTRY IN RESPONDING TO 911 OPEN LINE CALLS, ENCOURAGING MORE DELAWAREANS TO PARTICIPATE IN THE REGISTRY, ENCOURAGING THE CONSIDERATION OF AMENDING THE REGISTRY TO EXPAND ITS USEFULNESS, AND ENCOURAGING KENT COUNTY AND SUSSEX COUNTY TO CONSIDER IMPLEMENTING SMART911.



WHEREAS, the Emergency Preparedness Voluntary Registry was developed by the Delaware ‘911' emergency system and the Delaware Emergency Management Agency (DEMA), in collaboration with other agencies, to help emergency personnel to better serve the community in crisis situations; and

WHEAREAS, information entered voluntarily into this online registry will be shared with ‘911' personnel and first responders (fire, police, and EMT personnel) in case of a ‘911' emergency; and

WHEREAS, this helps increase responsiveness to ‘911' open line calls, which occur when the caller maintains a telephone connection but is unable to verbally provide information about the emergency; and

WHEREAS, just the police are typically dispatched in response to open line calls but additional EMT personnel may also be dispatched if the ‘911' call is made from a person or household that has entered medical information into the online Emergency Preparedness Voluntary Registry, saving time and potentially lives; and

WHEREAS, only a few thousand Delawareans are currently entered in the Emergency Preparedness Voluntary Registry; and

WHEREAS, New Castle County has taken further action to improve the responsiveness of its first responders by being the first in the State to fund and implement Smart911, a database that allows residents to input additional detailed information about their household; and

WHEREAS, information entered into the Smart911 system is portable to all participating ‘911' centers nationwide should someone need to call ‘911' on their cellular phone.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 147th General Assembly of the State of Delaware, the House concurring therein, that we recognize the usefulness of the Emergency Preparedness Voluntary Registry in responding to 911 open line calls and encourage more Delawareans to participate in the registry.

BE IT FURTHER RESOLVED by the members of the Senate and the House of Representatives that we support efforts to promote the Emergency Preparedness Voluntary Registry and its potential to save lives.

BE IT FURTHER RESOLVED by the members of the Senate and the House of Representatives that we encourage the consideration of amending the registry to enable residents to preauthorize entry into their home in the case of a ‘911' open line call where the first responders do not already observe reason to enter the household.

BE IT FURTHER RESOLVED by the members of the Senate and the House of Representatives that Kent County and Sussex County are strongly encouraged to consider implementing Smart911 so that its residents also receive a quick and appropriate response from emergency personnel nationwide.

BE IT FURTHER RESOLVED by the members of the Senate and the House of Representatives that upon passage of this resolution, suitable copies will be sent to the Enhanced 9-1-1 Emergency Reporting System Service Board.

BE IT FURTHER RESOLVED by the members of the Senate and the House of Representatives that this Resolution is in memory of Gracie D. Mirolli who passed away suddenly on July 29, 2011, after calling 911 but was unable to speak.


SYNOPSIS

This resolution recognizes the usefulness of the Emergency Preparedness Voluntary Registry in responding to 911 open line calls, encourages more Delawareans to participate in the registry, encourages the consideration of amending the registry to expand its usefulness, and encourages Kent County and Sussex County to consider implementing Smart911.This resolution is in memory of Gracie D. Mirolli who passed away suddenly on July 29, 2011, after calling 911 but was unable to speak.
