DELAWARE STATE SENATE

148th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 28

RECOGNIZING THE IMPORTANCE OF DIVERTING ORGANIC WASTE OUT OF LANDFILLS AND RECYCLING THEM INTO A USEABLE ENERGY.



WHEREAS, it is estimated that approximately 50% of the waste in Delaware landfills is organic and can be recycled; and

WHEREAS, 623,463 tons of waste were dumped in Delaware's landfills in 2013; and

WHEREAS, diverting organic waste out of landfills could save the state money, meet diversion rates, and  protect the environment; and

WHEREAS, one of the goals outlined by Delaware's Recycling Public Advisory Council is to "seek to strengthen food waste diversion;" and

WHEREAS, Delaware's main means by which to recycle organic waste have been truncated since the closure of the Wilmington Organic Recycling Center.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 148th General Assembly of the State of Delaware, the House of Representatives concurring therein, that a Task Force will be assembled to discuss and evaluate the best possible way to recycle organic waste within the State of Delaware in an odor free manner.

BE IT FURTHER RESOLVED that the Task Force shall be composed of the following:

1)       The Chair of the Delaware Solid Waste Authority or his or her designee,

2)       The Secretary of the Division of Natural Resources or his or her designee,

3)       The Secretary of Agriculture or his or her designee,

4)       The following members shall be appointed by the Chairs of the Senate and House Natural Resources Committees:

a.       A representative from the Zero Waste Team Delaware,

b.       A representative from Blue Hen Organics,

c.        A representative from the University of Delaware Environmental Sciences faculty,

d.       Two representatives from different entities in the trash hauling business,

e.        Two representatives from different entities in the recycling business,

f.        Two representatives from different entities in the restaurant business,

g.        Two engineers, scientists, or technicians in the waste to energy industry,

h.       One representative from a utility company, and

i.         Two members of the conservation community.

The chair of the Delaware Solid Waste Authority shall serve as chair of the Task Force. The Delaware Solid Waste Authority shall provide administration for the Task Force.

BE IT FURTHER RESOLVED that this Task Force shall meet monthly beginning May of 2015 and present its findings to the Delaware House and Senate Natural Resources Committees and the Governor by May 1, 2016 or when called upon.


SYNOPSIS

This resolution establishes a task force to discuss and evaluate the most effective and efficient way to recycle organic waste within Delaware.
