DELAWARE STATE SENATE

149th GENERAL ASSEMBLY

SENATE CONCURRENT RESOLUTION NO. 27

DESIGNATING AUGUST 4, 2017 AS “BARACK OBAMA DAY” IN THE STATE OF DELAWARE.

WHEREAS, President Barack Obama, born in Honolulu, Hawaii on August 4, 1961, served as the 44th President of the United States from 2009 to 2017, having the distinction of being America’s first African American president, having served previously in the U.S. Senate representing Illinois from 2005 to 2008, and in the Illinois State Senate from 1997 to 2004; and

WHEREAS, President Obama served in the Oval Office for eight years with Delaware’s own Joe Biden as his vice-president, the two of them heading an administration characterized by honor and integrity; and

WHEREAS, during his first two years in office, President Obama signed many landmark bills into law, including the Patient Protection and Affordable Care Act, the Dodd-Frank Wall Street Reform and Consumer Protection Act, the American Recovery and Reinvestment Act of 2009, and the Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010, which served as an important economic stimulus during the so-called “Great Recession”; and

WHEREAS, in the area of foreign policy, President Obama increased U.S. troop levels in the ongoing war in Afghanistan, reduced nuclear weapons with the U.S.-Russian New START treaty, ended military involvement in the Iraq War, and ordered the military operation that resulted in the death of Osama bin Laden; and

WHEREAS, during his second term, President Obama led efforts for greater inclusiveness for LGBT Americans, having his administration file briefs urging the U.S. Supreme Court to strike down same-sex marriage bans as unconstitutional, resulting in a decision by the court that effectively legalized same-sex marriage nationwide; and

WHEREAS, President Obama issued wide-ranging executive actions concerning climate change and immigration and promoted discussions that led to the 2015 Paris Agreement on global climate change; and

WHEREAS, in response to the Russian invasion of Ukraine, he initiated sanctions against Russia; and

WHEREAS, he brokered a nuclear agreement with Iran resulting in an agreement by that nation to halt its efforts to build a nuclear weapons capability and took steps to normalize U.S. relations with Cuba; and

WHEREAS, President Obama and his remarkable First Lady, Michelle Robinson Obama, and their two daughters, Malia and Sasha, charmed the nation and the world during their years in the White House; and

WHEREAS, President Obama left a legacy of sterling public service and integrity when he left office in January, 2017; and

WHEREAS, August 4, 2017, will mark the 56th birthday of this remarkable American;

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 149th General Assembly of the State of Delaware, the House of Representatives concurring therein, that August 4, 2017, is hereby designated as “Barack Obama Day” in Delaware, and we urge all citizens of the First State to recognize this event and participate fittingly in its observance.

BE IT FURTHER RESOLVED that suitably prepared copies of this resolution be forwarded to President and Mrs. Obama and to Vice President and Mrs. Joseph R. Biden, Jr.

SYNOPSIS

This Senate Concurrent Resolution designates August 4, 2017, as “Barack Obama Day” in the State of Delaware.
