153rd GENERAL ASSEMBLY
SENATE CONCURRENT RESOLUTION NO. 223
REQUESTING THE DELAWARE INTERSCHOLASTIC ATHLETIC ASSOCIATION DEVELOP AND IMPLEMENT POLICIES AND PROCEDURES TO GRANT QUALIFIED MEDIA ORGANIZATIONS AND SCHOOL BASED PROGRAMS ACCESS TO BROADCAST DIAA-SANCTIONED PLAYOFF AND CHAMPIONSHIP GAMES.
WHEREAS, Senate Concurrent Resolution 19 was adopted by the 152 nd General Assembly in March of 2023; and
WHEREAS, it created the Delaware Interscholastic Athletic Association (“DIAA”) Task Force (“Task Force”) to “study and make findings and recommendations to best address the needs of student athletes and ensure the effective and efficient functioning of DIAA”; and
WHEREAS, the task force was composed of a broad group of twenty-two members, including legislators, educators, school administrators, DIAA leaders, parents of student athletes, coaches and athletic directors, education advocates, and representatives of state agencies; and
WHEREAS, the members of the task force met over the course of eight months to consider and reach consensus on recommendations, with the goal of doing what is best for Delaware’s student athletes; and
WHEREAS, the task force issued a final report on April 30, 2024, containing 6 recommendations to address DIAA staffing and resource needs, regulatory processes, board composition, student transfers and eligibility determinations, responsibilities and authority of the executive director, and media rights; and
WHEREAS, there are qualified broadcasters interested in covering Delaware high school playoff games and championships, including programs within the academic curriculum that offer broadcasting experience to Delaware high school students; and
WHEREAS, the task force has recommended that DIAA undertake a comprehensive review of media rights associated with DIAA-sanctioned events; and
WHEREAS, high quality media coverage of Delaware high school sports playoffs and championships is both desired and beneficial for those involved in our school athletic programs and the students involved in broadcasting pathways.
NOW, THEREFORE:
BE IT RESOLVED by the Senate of the 153 rd General Assembly of the State of Delaware, the House of Representatives concurring therein, that the Delaware Interscholastic Athletic Association is hereby requested to develop and implement the policies and procedures necessary to allow qualified media and student broadcasters access to DIAA-sanctioned playoff and championship games.
SYNOPSIS
This Concurrent Resolution supports the recommendations made in the final report from the Delaware Interscholastic Athletic Association task force by requesting the development and implementation of policies and procedures to grant qualified media organizations and school-based programs access to broadcast DIAA-sanctioned high school playoff and championship games.
