SENATE CONCURRENT RESOLUTION NO. 207

PROCLAIMING OCTOBER 28, 2026, AS “NATIONAL FIRST RESPONDERS DAY” IN THE STATE OF DELAWARE.

WHEREAS, first responders, including professional and volunteer firefighters, law enforcement officers, emergency medical personnel, and emergency communications dispatchers dedicate their lives to protecting the public and responding to emergencies; and

WHEREAS, approximately 4.6 million first responders serve nationwide, demonstrating unwavering commitment to public safety; and

WHEREAS, Delaware’s 60 volunteer fire companies, supported by three career fire departments, provide fire, rescue, and emergency medical services across all three counties, with the volunteer system saving Delaware taxpayers an estimated $320 million annually; and

WHEREAS, Delaware’s paramedics and emergency medical technicians respond to a growing number of life-threatening emergencies, with statewide call volume tripling over the past 30 years; and

WHEREAS, approximately 2,500 sworn law enforcement officers serve with the Delaware State Police and state, county, and municipal agencies, protecting communities and often placing themselves in harm’s way; and

WHEREAS, approximately 300 emergency communications dispatchers staff nine Public Safety Answering Points statewide, answering more than 725,000 annual 911 calls and serving as the critical first link in emergency response; and

WHEREAS, as Delaware’s population grows and ages, the need to recruit, retain, and support first responders becomes increasingly urgent; and

WHEREAS, Congress established October 28 as National First Responder Day in 2017 to recognize the courage, service, and sacrifice of these professionals; and

WHEREAS, first responders are often the first to arrive in times of disaster, tragedy, and crisis, providing aid, comfort, and hope; and

WHEREAS, many first responders have made the ultimate sacrifice in the line of duty, a loss we must always honor and remember.

NOW, THEREFORE:

BE IT RESOLVED by the Senate of the 153 rd General Assembly of the State of Delaware, the House of Representatives concurring therein, that October 28, 2026, is hereby proclaimed “National First Responders Day” in the State of Delaware.

BE IT FURTHER RESOLVED that all Delawareans are encouraged to recognize and thank the men and women who serve our communities with courage and dedication.
