DELAWARE STATE SENATE
151st GENERAL ASSEMBLY
SENATE CONCURRENT RESOLUTION NO. 103
RECOGNIZING THE HISTORIC SACRIFICES AND ONGOING CONTRIBUTIONS OF DELAWARE’S DIRECT SUPPORT PROFESSIONALS SERVING VULNERABLE ADULTS.
WHEREAS, 2022 marks the beginning of the third year of the global pandemic; and
WHEREAS, Direct Support Professionals have served people with disabilities and other life challenges with
dedication and distinction throughout the course of the public health emergency in Delaware; and
WHEREAS, some Direct Support Professionals and some of the people they served lost their lives due to COVID in the past two years, as recognized in remembrance ceremonies held this month; and
WHEREAS, thousands of vulnerable adults continue to require the community-based services of these essential
workers, who are employed by non-profit organizations like Conexio Care, Easterseals, KenCrest, Salvation Army, and others; and
WHEREAS, there is a severe shortage of Direct Support Professionals available to meet the needs of vulnerable
adults, which has been exacerbated during the state’s economic recovery due to inflationary wage pressures; and
WHEREAS, the work done by Direct Support Professionals encompasses duties similar to those performed by
Home Health Aides, CNAs, and other health care workers, plus some of the functions of clinicians, service
coordinators, administrators, managers, maintenance, and clerical personnel; and
WHEREAS, Direct Support Professionals need greater recognition, status, and pay as an occupation, to provide a
career path for people who choose to do this important work; and
WHEREAS, the General Assembly has expressed its support for the work done by Direct Support Professionals by
including additional funds to stabilize this workforce in recent state budgets; and
WHEREAS, a “Green Wave” advocacy day in support of full funding of I/DD services, co-sponsored by A-Team
Delaware and the Ability Network of Delaware, is taking place on May 19, 2022.
BE IT RESOLVED by the Senate of the 151st General Assembly of the State of Delaware, the House of
Representatives concurring therein, that the General Assembly hereby recognizes the important role that Direct Support
Professionals play in meeting the human service needs of our citizens, and expresses its sincere gratitude to these essential
workers for their commitment to serving their fellow human beings.
SYNOPSIS
This resolution recognizes the importance of Direct Support Professionals to our state on the occasion of the May 19th “Green Wave” advocacy day, co-sponsored by A-Team Delaware and the Ability Network of Delaware.
