HOUSE RESOLUTION NO. 32

URGING THE STATE EMPLOYEE BENEFITS COMMITTEE, THROUGH THE DEPARTMENT OF HUMAN RESOURCES, DIVISION OF STATEWIDE BENEFITS AND INSURANCE COVERAGE, TO COLLABORATE WITH A HEALTH SYSTEM PARTNER(S) TO WORK WITH A TECHNOLOGY PARTNER TO DELIVER FOCUSED AND TARGETED CARE PROTOCOLS TO A MEASURABLE COHORT OF THE STATE OF DELAWARE GROUP HEALTH INSURANCE PLAN TO PROACTIVELY ADDRESS THE GROWING PROBLEM DIABETES AND METABOLIC SYNDROME PRESENT, THEREBY IMPROVING HEALTH AND DECREASING EXPENSES FOR THE ENROLLEES OF THE PLAN.

WHEREAS, healthcare expenditures are increasing to an unsustainable level in the State of Delaware, and

WHEREAS, 28% of all Delawareans are diabetic or pre-diabetic, and nearly 40% of Delawareans are obese, and 34% are classified as overweight, and as obesity increases the risk of chronic diseases and other health problems to include: heat disease, stroke, high blood pressure, high cholesterol, liver and gall bladder disease, sleep apnea, joint problems, and infertility.

WHEREAS, these conditions also result in individual pain and suffering and significant rise in healthcare costs to our citizens, including members of the State of Delaware Group Health Insurance Plan,

WHEREAS, the increasing healthcare costs are becoming a challenging component of the Delaware State Budget,

WHEREAS, there are new technologies and protocols now available to the public to mitigate, reverse, or prevent chronic metabolic diseases by guiding lifestyle model changes that can help our residents proactively approach disease management by improving their medical health in collaboration with trained medical personnel, and

WHEREAS, these technological tools and protocols, when implemented could reduce the impact of diabetes and its comorbidities, and

WHEREAS, as a State that is willing to investigate, evaluate, and test by taking action to improve health through utilizing trained medical professionals combined with new technology solutions to develop systems and processes to improve health and reduce chronic disease will likely be integral in reducing healthcare costs.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 152nd General Assembly of the State of Delaware, that the State Employee Benefits Committee, through the Department of Human Resources, Division of Statewide Benefits and Insurance Coverage be urged to collaborate with a health system partner(s) to work with a technology partner to deliver focused and targeted care protocols to a measurable cohort of the State of Delaware Group Health Insurance Plan to proactively address the growing problem diabetes and metabolic syndrome present, thereby improving health and decreasing expenses for the enrollees of the Plan.

SYNOPSIS

This resolution urges the Department of Human Resources / Division of Statewide Benefits and Insurance Coverage, to collaborate with a health system partner to work with a technology partner to deliver focused and targeted care protocols to a measurable cohort of the State Employee Group Health Insurance Plan to proactively address the growing problem Diabetes and metabolic syndrome present, thereby improving health and decreasing expenses for the enrollees of the Plan.
