150th GENERAL ASSEMBLY

HOUSE JOINT RESOLUTION NO. 10

A RESOLUTION REGARDING THE IMPACT OF UNCOORDINATED TRASH COLLECTION IN NEW CASTLE COUNTY.

WHEREAS, New Castle County residents in unincorporated areas can generally choose their own trash provider, resulting in multiple trash providers servicing homes on the same street; and

WHEREAS, the pavement stress from 1 trash truck can be equal to the pavement stress caused by over 9,000 single car trips; and

WHEREAS, many communities already have poor and deteriorating road conditions; and

WHEREAS, the State of Delaware and taxpayers have a compelling interest in making roads last as long as possible.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 150th General Assembly of the State of Delaware, the Senate concurring therein, that the Department of Transportation is directed to work with the Delaware Solid Waste Authority to produce a report by September 30, 2020, comparing the financial and environmental impacts to the State of the current uncoordinated trash collection system in New Castle County to the impacts of a coordinated system with 1 vendor collecting all of the trash and recycling in an entire neighborhood.

SYNOPSIS

This Resolution directs the Department of Transportation to work with the Delaware Solid Waste Authority to produce a report by September 30, 2020, that compares the financial and environmental impacts to Delaware of the current, uncoordinated trash collection system in New Castle County to the impacts of a coordinated system with 1 vendor collecting all of the trash and recycling in an entire neighborhood.
