HOUSE CONCURRENT RESOLUTION NO. 8

DESIGNATING THE MONTH OF APRIL 2011 AS DELAWARE'S SEXUAL ASSAULT AWARENESS MONTH.



WHEREAS, sexual violence affects Delawareans every day whether as a victim-survivor or as a family member, friend, neighbor, employer, or co-worker of a victim-survivor; and

WHEREAS, the U.S. Department of Justice, Bureau of Justice Statistics estimates that over seventy percent of rapes are never reported to police; and estimates that one in three women, one in four girls, one in six boys and one in eleven men will be victims of sexual violence at least once in their lifetimes; and

WHEREAS, every two minutes, someone in the United States is sexually assaulted; and

WHEREAS, it is important to encourage healthy, non-violent interactions and diminish aspects of society that promote and support sexual violence; and

WHEREAS, it is important to broaden the scope and increase the effectiveness of sexual violence prevention efforts through partnerships; and

WHEREAS, victims of sexual assault are three times more likely to suffer from depression, six times more likely to suffer from post-traumatic stress disorder, thirteen times more likely to abuse alcohol, twenty six times more likely to abuse drugs and four times more likely to contemplate suicide; and

WHEREAS, it is important to recognize the compassion and dedication of the individuals who provide services to survivors and work to prevent sexual violence; and

WHEREAS, every individual and community in Delaware has the ability to help eliminate sexual violence by working together to promote social change;

NOW, THEREFORE:

BE IT RESOLVED, by the Senate of the 146th General Assembly of the State of Delaware, the House of Representatives concurring therein, that the month of April 2011 is designated as Sexual Assault Awareness Month in the State of Delaware.

BE IT FURTHER RESOLVED, that the 146th General Assembly of the State of Delaware reaffirms its commitment to address the issues of rape and speak out against sexual violence by: remembering victim

-survivors, supporting victim- survivors, holding perpetrators responsible for committing sexual attacks, and challenging societal myths and behaviors that perpetuate sexual violence in our community.

BE IT FURTHER RESOLVED, that, upon its adoption, suitably prepared copies of this Resolution be forwarded to ContactLifeline, Inc., Delmar Wellness Center, Laurel Wellness Center, Seaford Wellness Center, Milford Wellness Center, Sussex Technical Wellness Center, McKean Wellness Center, Newark Wellness Center, Christiana Wellness Center and Mt. Pleasant Wellness Center, Concord Wellness Center.


SYNOPSIS

This Resolution designates the month of April 2011 as Sexual Assault Awareness month in the State of Delaware.
