HOUSE CONCURRENT RESOLUTION NO. 73 |
CELEBRATING THE 50TH ANNIVERSARY OF THE LEGISLATIVE COUNCIL DIVISION OF RESEARCH. |
WHEREAS, May 4, 2016, marks the 50th anniversary of the creation of the Legislative Council Division of Research ("the Division"); and
WHEREAS, the Division has a long history of providing a variety of services to the General Assembly, starting with its predecessor, the Legislative Reference Bureau, which had a director and 4 clerks. The Bureau typed bill drafts and made copies of bills; and
WHEREAS, the Division today has 15 full-time staff members and serves as a nonpartisan and confidential resource for the General Assembly; and
WHEREAS, the Division is the home of Research Analysis, the Legislative Information Office (the Bill Room), the Legislative Library, the Office of the Registrar of Regulations, Joint Sunset Committee, and the Legislative Print Shop; and
WHEREAS, the Division provides myriad services to the General Assembly, State agencies, and the public, including: bill drafting and drafting education; printing and copying services; legislative, policy, and legal research; analysis and staffing for the Joint Sunset Committee; records keeping and other librarian services; maintenance and publication of administrative regulations, the Laws of Delaware, Delaware Code Online, and municipal charters; development, production, and distribution of public information concerning the General Assembly;supervision of the building; planning and scheduling building events; and education programs for General Assembly members, support staff, and legislative drafters.
NOW, THEREFORE:
BE IT RESOLVED by the House of Representatives of the 148th General Assembly of the State of Delaware, the Senate concurring therein, that we recognize the contributions the Legislative Council Division of Research has made over the last 50 years, offer our heartiest congratulations on the occasion of this anniversary, and extend our best wishes for the continued success of the Division.
