HOUSE CONCURRENT RESOLUTION NO. 59

ACKNOWLEDING JUNE AS LGBTQA+ PRIDE MONTH AND THE 50TH ANNIVESARY OF STONEWALL.

WHEREAS, this month marks the 50 th anniversary of the Stonewall riots, when transgender, gay, lesbian and bisexual people took a stand against violence and discrimination based on their sexual orientation and gender identity; and

WHEREAS, Delaware has been among the leading states in the movement for lesbian, gay, bisexual, transgender, queer, questioning, asexual, ally, + other identities (LGBTQA+QA+) equality. Over the last decade, the State of Delaware has, among other actions, banned discrimination based on sexual orientation and gender identity, enhanced criminal penalties for hate crimes against transgender persons, legalized same-gender marriages prior to action by the Supreme Court, banned the practice of conversion therapy on minors, removed discriminatory barriers to access medically necessary transition-related healthcare, made it easier for transgender persons to obtain identification documents that are consistent with their gender identity, and made it easier for same-gender couples to adopt, bear, raise and protect children – ensuring that all persons, regardless of sexual orientation or gender identity, must be treated with equal dignity and fairness; and

WHEREAS, this progress is not only a product of the tireless decades of work by LGBTQA+ advocates and allies, but also the result of thousands of LGBTQA+ Delawareans having the courage and pride to live their lives authentically as their true selves. Delawareans who risked everything to come out at work and to their families, to walk down the street holding hands with the person they love, and to explain their identities to co-workers, family members, friends and public officials; and

WHEREAS, on a national level, hard fought progress for LGBTQA+ equality has been under attack in recent years. These attacks have included a ban on transgender troops in our military, the revocation of guidance protecting vulnerable transgender students in schools, a federal policy of granting broad religious exemptions to civil rights laws to enable private businesses to discriminate, and proposals to permit discrimination on the basis of gender identity in healthcare and in homeless shelters; and

WHEREAS, our commitment to ensuring equality and fairness for all LGBTQA+ Delawareans will continue until every Delawarean, young or old, can live all aspects of their lives free from inequality or the fear of violence, bullying, harassment or rejection, whether at home, at work, at school, or in any other public space; and

WHEREAS, let us honor the progress of the last five decades, while acknowledging the work that still lies ahead.

NOW, THEREFORE:

BE IT RESOLVED by the House of the 150th General Assembly of the State of Delaware, the Senate concurring therein, that the state of Delaware acknowledges the month of June 2019, as LGBTQA+ Pride Month and the 50th Anniversary of Stonewall.
