HOUSE CONCURRENT RESOLUTION NO. 35

CELEBRATING THE 100TH ANNIVERSARY OF THE GIRL SCOUTS OF THE USA, THE 50TH ANNIVERSARY OF THE GIRL SCOUTS OF THE CHESAPEAKE BAY COUNCIL, AND PROCLAIMING 2012 AS THE "YEAR OF THE GIRL" IN THE STATE OF DELAWARE.


WHEREAS, 2012 is an historic year for Girl Scouts nationally and locally, as it marks the 100th anniversary of the founding of the Girl Scouts of the USA and the 50th Anniversary of the formation of the Girl Scouts of the Chesapeake Bay Council serving the State of Delaware; and

WHEREAS, the Girl Scout movement began in Savannah, Georgia, on March 12, 1912, when Juliette "Daisy" Gordon Low organized a group of 18 girls to register the first troop of the "American Girl Guides", which was renamed the "Girl Scouts" the following year; and

WHEREAS, Daisy Low's goal was to bring together girls of all backgrounds to promote self-reliance and resourcefulness, and to prepare them for future roles as professional women and active citizens outside the home; and

WHEREAS, today more than 50,000,000 American women are alumnae of the Girl Scouts, and approximately 3,300,000 girls and adult volunteers are active members; and

WHEREAS, the movement started by Daisy Low now reaches every corner of the world, with Girl Scouts living throughout the United States and its territories and more than 90 countries across the globe; and

WHEREAS, the first Girl Scouts troop on the Delmarva Peninsula was formed in 1915 at Mount Zion Lutheran Church in Wilmington, Delaware; and

WHEREAS, in 1962, the Wilmington Area Girl Scout Council and the Peninsula Girl Scout Council merged to form the Girl Scouts of the Chesapeake Bay Council which serves the State of Delaware, the Eastern Shore of Maryland, and the Eastern Shore of Virginia; and

WHEREAS, today the Girl Scouts of the Chesapeake Bay Council serves approximately 14,000 girls, who participate in more than 900 troops throughout the Delmarva Peninsula with the assistance of more than 5,000 adult volunteers; and

WHEREAS, for the past 100 years the Girl Scouts has inspired generations of girls to lead with courage, confidence and character through programs which teach important life skills such as critical thinking, cooperation and team building, problem solving, advocacy and conflict resolution; and

WHEREAS, Girl Scout programs focusing on science, technology, engineering and math (STEM), healthy living, environmental stewardship, and global citizenship help prepare girls to be future community leaders; and

WHEREAS, financial literacy programs, most notably the iconic Girl Scout cookie sale, help girls set financial goals and gain experience they need to take control of their financial future; and

WHEREAS, each year across the country Girl Scouts provide more than 70 million hours of direct service to their communities; and

WHEREAS, participation in Girls Scouts has a proven legacy of success, as two-thirds of our Nation's most accomplished women in public service, business, science, education, the arts, and community life were Girl Scouts; and

WHEREAS, this tradition of leadership continues today in our State, as all of Delaware's women legislators are members of Honorary Girl Scout Troop 1912, having been inducted during a "Pinning Ceremony" at Legislative Hall in January, 2011; and

WHEREAS, to commemorate its 100th anniversary, the Girl Scouts of the USA has declared 2012 as the "Year of the Girl", with ceremonies and exhibits celebrating girls and their impact on the world planned throughout the year; and

WHEREAS, the General Assembly wishes to honor and celebrate the historic 100th anniversary of the Girl Scouts of the USA and 50th anniversary of the formation of the Girl Scouts of the Chesapeake Bay Council.

NOW, THEREFORE:

BE IT RESOLVED that the House of Representatives and Senate of the 146th General Assembly of the State of Delaware hereby celebrate the 100th anniversary of the Girl Scouts of the USA and 50th anniversary of the formation of the Girl Scouts of the Chesapeake Bay Council, and on behalf of a grateful State, the General Assembly extends its sincere appreciation for the special role of the Girl Scouts in developing girls of courage, confidence and character who make Delaware and the world a better place.

BE IT FURTHER RESOLVED that the House of Representatives and Senate hereby proclaim 2012 as the "Year of the Girl" in the State of Delaware and respectfully request the Governor issue a proclamation encouraging all citizens of Delaware to observe the "Year of the Girl" through appropriate programs, ceremonies, and activities which help all Delaware girls achieve their full human potential.

BE IT FURTHER RESOLVED that, upon passage, a suitably prepared and duly authenticated copy of this resolution be forwarded to Anna Maria Chavez, Chief Executive Officer of the Girl Scouts of the USA, and Anne T. Hogan, Chief Executive Officer of the Girl Scouts of the Chesapeake Bay Council.


SYNOPSIS

This concurrent resolution celebrates the 100th anniversary of the Girl Scouts of the USA and 50th anniversary of the Girl Scouts of the Chesapeake Bay Council, and proclaims 2012 as the "Year of the Girl" in the State of Delaware.
