RECOGNIZING AND CELEBRATING NATIONAL LONG-TERM CARE RESIDENTS' RIGHTS MONTH AND RESIDENTS' RIGHTS RALLY IN DELAWARE. |
WHEREAS, there are more than 1.5 million individuals living in 16,000 nursing homes and 1 million individuals living in 50,000 board- and care-assisted living facilities in the United States; and
WHEREAS, the federal Nursing Home Reform Act of 1987 guarantees these residents their individual rights in order to promote and maintain their dignity and autonomy; and
WHEREAS, all residents should be aware of their rights so they may be empowered to live with dignity and self-determination; and
WHEREAS, we wish to honor and celebrate these citizens, to recognize their rich individuality, and to reaffirm their rights as community members and citizens, including the right to have their voices heard regarding their care; and
WHEREAS, individuals and groups across the country will be celebrating Residents' Rights Month to emphasize the importance of affirming their rights through facility practices, public policy, and resident-centered decision making that impacts quality of care and quality of life; and
WHEREAS, the State of Delaware has taken steps to assure that the mission and goals of the Delaware chapter of The National Consumer Voice for Quality Long-Term Care are implemented by the creation of the Delaware Nursing Home Residents Quality Assurance Commission in 1999.
NOW THEREFORE:
BE IT RESOLVED by the House of Representatives of the 146th General Assembly of the State of Delaware, the Senate concurring therein, that the month of October 2011 be designated within the State of Delaware as "Long-Term Care Residents' Rights Month."
BE IT FURTHER RESOLVED that the Delaware chapter of The National Consumer Voice for Quality Long-Term Care be recognized for their 10th annual Residents' Rights Rally, being held on October 4, 2011 at the Dover Sheraton from 1 p.m. to 3 p.m.
SYNOPSIS
By designating October 2011 as "Long-Term Care Residents' Rights Month", this concurrent resolution will bring awareness and support to the Delaware chapter of The National Consumer Voice for Quality Long-Term Care and the 10th annual Residents' Rights Rally in Dover on October 4, 2011. |
