HOUSE CONCURRENT RESOLUTION NO. 142

RECOGNIZING THE MONTH OF JUNE AS NATIONAL HOMEOWNERSHIP MONTH IN DELAWARE.

WHEREAS, the month of June is recognized as National Homeownership Month; and

WHEREAS, owning a home remains a fundamental part of the American dream and is often the largest personal investment a family will make; and

WHEREAS, according to the most recent American Community Survey data, there are over 286,000 owner-occupied housing units in Delaware; and

WHEREAS, housing affordability continues to present a challenge, with limited inventory available to households earning less than 120% of Area Median Income (AMI); and

WHEREAS, homeownership provides long-term economic stability, wealth-building opportunities, and strengthens communities; and

WHEREAS, expanding access to affordable homeownership opportunities requires collaboration among government, nonprofit, and private sector partners; and

WHEREAS, in 2025, a total of 1,593 families purchased homes through Delaware State Housing Authority programs, representing $468,949,548.38 in first mortgage investment and $11,900,432.71 in assistance; and

WHEREAS, program activity included Smart Start (265 loans, $74,195,427.62), First State 3% (1,312 loans, $390,723,677.76 and $11,721,710.34 assistance), First State 4% (1 loan, $180,568 and $7,222.72 assistance), Diamond in the Rough (6 loans, $1,629,993 and $81,499.65 assistance), Delaware Diamonds (1 loan, $276,562 and $10,000 assistance), and Home Sweet Home (8 loans, $1,943,320 and $80,000 assistance); and

WHEREAS, sustainable homeownership is strengthened through education and financial literacy; and

WHEREAS, real estate professionals, including REALTORS®, play a vital role in protecting and promoting homeownership, while mortgage brokers and bankers help broaden access to financing; and

WHEREAS, the housing industry supports jobs and generates economic activity across Delaware.

NOW, THEREFORE:

BE IT RESOLVED by the House of Representatives of the 153 rd General Assembly of the State of Delaware, the Senate concurring therein, that June 2026 is recognized as National Homeownership Month in Delaware.

BE IT FURTHER RESOLVED that the General Assembly commends housing professionals for expanding homeownership opportunities.

BE IT FURTHER RESOLVED that stakeholders are encouraged to continue efforts to improve affordability and access to homeownership.

BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the Governor and relevant housing organizations.
