AN ACT TO AMEND THE LAWS OF DELAWARE RELATING TO A THREE-YEAR MORATORIUM ON THE CREATION OF NEW SPECIAL LICENSE PLATES. |
Section 1.Amend the Laws of Delaware by adding thereto the following:
"(a) New special license plates may not be created or issued by the Division of Motor Vehicles for three years from the enactment of this Act or from August 31, 2010, whichever is later.The provisions of this Act do not apply to special vanity plates created and issued under the provisions of 21 Del.C. � 2121.
(b) Special license plates created under the provisions of Chapter 21 of Title 21 of the Delaware Code before this Act is enacted may continue to be issued during the three-year moratorium.
(c) The Division of Motor Vehicles shall issue a report to the General Assembly at the end of the moratorium, detailing the number of each of the specialty plates issued during the moratorium, and giving recommendations, if any, for improving the registration system for special license plates.".

This Act
bars the creation of new special license plates in The Act contains a provision for DMV to issue a report at the end of the moratorium, detailing the number of each of the special plates issued during the moratorium, and giving recommendations for improving the special license plate registration system. The Act does not prevent the issuance of special plates that were created before the Act be comes law. Special vanity plates are excluded from the provisions of this Act. |
