AN ACT PROPOSING AN AMENDMENT TO ARTICLE VIII OF THE DELAWARE CONSTITUTION RELATING TO SPENDING INCREASES. |
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF DELAWARE (Two-thirds of all members elected to each house thereof concurring therein):
Section 1.Amend Article VIII of the Delaware Constitution by adding thereto the following:
"Section 12.Adoption of Budget Appropriation Bill.
§ 12.Budget Appropriation Bill spending increases for a fiscal year that rise above the rate of inflation for that year may not be adopted except with the concurrence of at least three-fifths of all members of each House.".
SYNOPSIS
This is the first leg of a Constitutional Amendment requiring a Budget Bill that has a spending increase above the rate of inflation be approved by at least a 3/5ths vote of all members of each House. |
