             HOUSE OR SENATE RESOLUTIONS DO NOT CONTAIN A DIGEST



   WHEREAS, On July 20, 2015, Senator Kevin de León, in his position
of President pro Tempore of the Senate, signed a letter of intent
with Dr. Eruviel Avila, Governor of the State of Mexico and President
of the National Conference of Governors of Mexico (CONAGO), setting
forth their mutual intent to establish a permanent dialogue between
the Senate and leaders in the government of Mexico; and
   WHEREAS, CONAGO serves to strengthen the local governments of
Mexico through political, economic, social, and legal studies and the
development of budgetary, public safety, and social policies, as
well as strengthen its ties with governments that impact communities
of Mexicans living outside Mexico; and
   WHEREAS, The government of California and its leaders have devoted
much effort to encourage the state's relationship with the
government of Mexico given their shared border and the millions of
individuals of Mexican origin living in California; and
   WHEREAS, The Senate has approved laws that promote respect for
human rights and the integrity of the individual, worked towards a
more inclusive social integration, and recognized the contributions
of immigrants to the state; now, therefore, be it
   Resolved by the Senate of the State of California, That the Senate
commits to CONAGO to establish a mechanism for permanent dialogue
between the Senate and National Conference of Governors of Mexico to
exchange information on legislative initiatives that benefit the
migrant community in California and the families of migrants in
Mexico; and be it further
   Resolved, That the Senate commits to CONAGO to enhance
communication with other actors in the public and private sectors in
all entities and institutions involved, with the purpose to establish
programs of cooperation around a common agenda, with topics such as
education, trade, tourism, and environment; and be it further
   Resolved, That the President pro Tempore of the Senate may select
the Senators who will cooperate with CONAGO to achieve the goals set
forth in this resolution; and be it further
   Resolved, That the Secretary of the Senate transmit copies of this
resolution to the author for appropriate distribution.
