SR 133, as introduced, Grove.

WHEREAS, High-quality tutoring is a proven, evidence-based intervention that accelerates academic progress, closes opportunity gaps, and fosters a deep conceptual understanding for pupils across California; and
WHEREAS, Educational disruptions in recent years have exacerbated longstanding academic inequities making personalized and targeted learning support more critical than ever for pupil success; and
WHEREAS, According to the State Department of Education, recent statewide assessments show that approximately 63 percent of California pupils in grades 3 to 8, inclusive, and grade 11 do not meet state standards in mathematics and over 51 percent do not meet state standards in English language arts; and
WHEREAS, Academic engagement remains heavily impacted by chronic absenteeism, with approximately 1.1 million California public school pupils, nearly one in five, missing 10 percent or more of the school year; and
WHEREAS, Traditional private tutoring services are frequently cost-prohibitive, which can widen equity gaps and leave low-income or socioeconomically disadvantaged families without vital academic resources; and
WHEREAS, Innovative and free digital platforms such as Schoolhouse.world have revolutionized access to education by providing high-quality, peer-to-peer online tutoring in mathematics, science, and test preparation; and
WHEREAS, Schoolhouse.world safely connects learners with certified volunteer tutors globally, ensuring that financial barriers or geographic limitations do not dictate a pupil’s academic trajectory; and
WHEREAS, The National Tutoring Association designates the first full week of October as National Tutor Week to celebrate the profound impact that tutors make in the lives of pupils every day; now, therefore, be it
Resolved by the Senate of the State of California, That the Senate hereby recognizes the vital importance of accessible tutoring services, commends the availability of free platforms, including Schoolhouse.world, and recognizes the week of October 5, 2026, to October 9, 2026, inclusive, as National Tutor Appreciation Week in California; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
