BILL NUMBER: SCR 88 CHAPTERED BILL TEXT RESOLUTION CHAPTER 68 FILED WITH SECRETARY OF STATE AUGUST 4, 2010 ADOPTED IN SENATE MAY 27, 2010 ADOPTED IN ASSEMBLY AUGUST 2, 2010 INTRODUCED BY Senator DeSaulnier (Coauthor: Assembly Member Torlakson) MARCH 15, 2010 Relative to the Officer Larry Lasater Memorial Overcrossing. LEGISLATIVE COUNSEL'S DIGEST SCR 88, DeSaulnier. Officer Larry Lasater Memorial Overcrossing. This measure would designate the Harbor Avenue Overcrossing over State Highway Route 4 in Contra Costa County as the Officer Larry Lasater Memorial Overcrossing. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs. WHEREAS, Officer Larry Lasater of the Pittsburg Police Department was born on December 12, 1969, and grew up in the City of Martinez; and WHEREAS, After graduating from College Park High School in Pleasant Hill, Officer Lasater attended Diablo Valley College and then the University of California at Davis where, in 1993, he earned his Bachelor's Degree in Political Science and History; and WHEREAS, In 1994, Officer Lasater graduated from the United States Marine Corps' Officer Candidate School where he was commissioned as a Second Lieutenant. Officer Lasater devoted six years of his life to the United States Marine Corps, attaining the rank of Captain as a tank commander; and WHEREAS, Officer Lasater married his wife, Jo Ann, in 1999 and left his career in the United States Marine Corps to return to Pleasant Hill. In 2002, Officer Lasater attended the Contra Costa County Law Enforcement Academy where he was described by the Lieutenant of the academy as one of the best police recruits, if not the best police recruit, he had seen; and WHEREAS, On September 13, 2002, Officer Lasater became a Pittsburg Police Officer, and in 2004 he was appointed as a member of the Special Weapons and Tactics (SWAT) team; and WHEREAS, Officer Lasater was quick to assist his fellow officers with any task and he always volunteered for additional assignments. His communication skills and interactions with citizens were highly praised and he was often commended for his work performance; and WHEREAS, On April 24, 2005, three months before the birth of his only child, Cody, Officer Lasater died in the line of duty after being critically wounded by gunfire; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature recognizes the sacrifice made by Officer Larry Lasater in serving to protect the people of California and designates the Harbor Avenue Overcrossing over State Highway Route 4 in Contra Costa County as the Officer Larry Lasater Memorial Overcrossing; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
