   Relative to the Deputy Kenneth Fredrick Perrigo Memorial Bridge,
the Officer David F. Mobilio Memorial Highway, the Gold Star Memorial
Bridge, the Captain Mark Ratledge Memorial Highway, the La Habra
Police Officer Michael Anthony Osornio Memorial Highway.


	LEGISLATIVE COUNSEL'S DIGEST


   SCR 78, La Malfa.  Highways: memorial designations.
   This measure would designate (1) the Burney Creek Bridge along
State Highway Route 299 in the County of Shasta as the Deputy Kenneth
Fredrick Perrigo Memorial Bridge; (2) the portion of State Highway
Route 5 from the Riverside Avenue overcrossing to the North Red Bluff
overcrossing in the City of Red Bluff as the Officer David F.
Mobilio Memorial Highway; (3) the Brighton Street overcrossing over
State Highway Route 20 in the City of Grass Valley as the Gold Star
Memorial Bridge; (4) the portion of State Highway Route 5 from the
Bowman Road overcrossing to the northbound Main Street on ramp in the
City of Cottonwood as the Captain Mark Ratledge Memorial Highway;
and (5) the portion of State Highway Route 39 in the City of La Habra
from the south city limits to Whittier Boulevard as the La Habra
Police Officer Michael Anthony Osornio Memorial Highway. The measure
would also request the Department of Transportation to determine the
cost of appropriate signs showing these special designations and,
upon receiving donations from nonstate sources covering those costs,
to erect those signs.



   WHEREAS, Deputy Kenneth Fredrick Perrigo was born on December 23,
1958; and
   WHEREAS, Deputy Perrigo first worked for the Shasta County Sheriff'
s Office as a civilian cook at the main jail facility in 1981; and
   WHEREAS, Prior to his appointment as a Deputy Sheriff, Kenneth
Perrigo served our country as a member of the United States Coast
Guard; and
   WHEREAS, Deputy Perrigo was hired as a full-time Deputy Sheriff in
1982 and assigned to the Burney Patrol Division; and
   WHEREAS, Deputy Perrigo was one of the charter members of the
Shasta County Sheriff's Office Special Weapons and Tactics (SWAT)
team; and
   WHEREAS, Deputy Perrigo was a board member of the Shasta County
Peace Officers Association; and
   WHEREAS, Deputy Perrigo was Scoutmaster of Boy Scout Troop 216 in
Fall River Mills; and
   WHEREAS, Deputy Perrigo was a member of the Church of Jesus Christ
of Latter Day Saints in Fall River Mills; and
   WHEREAS, On Monday, October 21, 1991, Deputy Perrigo arrested two
suspects for being intoxicated in public, and was transporting them
to the Shasta County main jail in Redding, California, when the
suspects shot him in the back and head several times using Deputy
Perrigo's secondary service weapon, and he died in the line of duty
that day; and
   WHEREAS, The suspects were subsequently apprehended without
incident, following an almost five-day pursuit, deemed the largest
and longest in the County of Shasta's history; and
   WHEREAS, Then President George H. W. Bush telephoned Deputy
Perrigo's wife, Debra, to express his condolences; and
   WHEREAS, Deputy Perrigo is survived by his wife, Debra; daughters
Kady and Kala, and son, Jared; his father, Kenneth (a retired
California Highway Patrol Officer) and mother, Eileen; his brother,
Mark; and his sister, Lisa Knox; and
   WHEREAS, In honor of Deputy Perrigo's service and sacrifice to the
residents of the County of Shasta, it would be a fitting tribute
that the Burney Creek Bridge on Main Street along State Highway Route
299, in the unincorporated area of Burney, be designated as the
Deputy Kenneth Fredrick Perrigo Memorial Bridge; and
   WHEREAS, Officer David F. Mobilio was born and raised in the San
Francisco Bay area, and graduated from Saratoga High School in 1990;
and
   WHEREAS, Officer Mobilio moved to the City of Chico, where he met
and married Linda Dias, the true love of his life, and decided to
pursue his dream of becoming a law enforcement officer; and
   WHEREAS, Officer Mobilio graduated from the Butte College Police
Academy on November 30, 1995; and
   WHEREAS, On October 17, 1997, David Mobilio was hired as a Level
II Reserve Police Officer for the Red Bluff Police Department and in
1998 he was promoted to a full-time, permanent police officer; and
   WHEREAS, After approximately two years of service as a patrol
officer responding to calls ranging from vandalism, domestic
violence, robbery, drug violations, and driving under the influence,
Officer Mobilio was assigned as a Drug Abuse Resistance Education
(DARE) Officer for the Red Bluff Police Department, providing
antidrug-use education to elementary schoolchildren; and
   WHEREAS, On November 19, 2002, Officer Mobilio covered the
graveyard shift for another officer, and at approximately 1:30 a.m.
he checked out at a gas station to fuel his patrol car. Following
several minutes without communication from Officer Mobilio, the
dispatcher attempted to make radio contact with him. Following
several more minutes of no response, a sergeant was dispatched to the
location and found Officer Mobilio shot to death near his patrol
car; and
   WHEREAS, Officer Mobilio had been ambushed while fueling his
patrol car by an unknown suspect who was later apprehended with the
assistance of many allied law enforcement agencies and who was
subsequently convicted of murdering Officer Mobilio; and
   WHEREAS, In honor of Officer Mobilio's service and sacrifice it
would be a fitting tribute to designate a portion of State Highway
Route 5 in the City of Red Bluff as the Officer David F. Mobilio
Memorial Highway; and
   WHEREAS, Lance Corporal Adam Strain, from the City of Smartville,
had wanted to be a Marine since he was old enough to play with toy
soldiers, and knew at 15 years of age that he wanted to help his
nation at war; and
   WHEREAS, Lance Corporal Strain played defensive end on the Nevada
Union High School Miner's football team and graduated from that
school in 2003; and
   WHEREAS, Lance Corporal Strain, who was assigned to 1st Battalion,
5th Marine Regiment, I Marine Division, 1st Marine Expeditionary
Force, Camp Pendleton, attached to 2nd Marine Division, II Marine
Expeditionary Force (Forward), was killed in action in Iraq on August
3, 2005, at 20 years of age; and
   WHEREAS, Lance Corporal Strain is survived by his parents, Rob and
Karen Strain; his brother, Steve Tomsic; and his fiancée Barbara
Wycliffe; and
   WHEREAS, Lance Corporal John "JT" Lucente, from the City of Lake
of the Pines, joined the United States Marine Corps during his junior
year at Bear River High School, where he had written his senior
project on the Marine Corps, and following his graduation from that
school in 2004, began active duty; and
   WHEREAS, Lance Corporal Lucente had decided to join the Marine
Corps out of a deep desire to serve God and country; and
   WHEREAS, Lance Corporal Lucente proudly wore his Marine uniform
and felt proud that he completed the rigorous training required to
become a Marine; and
   WHEREAS, Lance Corporal Lucente was an honorable man, who bore his
commitment to the Marines with dignity and respect, and was very
proud to serve his country; and
   WHEREAS, Lance Corporal Lucente, who was assigned to Battalion
Landing Team 2nd Battalion, 1st Marine Regiment, 13th Marine
Expeditionary Unit, I Marine Expeditionary Force, Camp Pendleton,
attached to II Marine Division, 2nd Marine Expeditionary Force
(Forward), was killed in action in Iraq on November 16, 2005, at 19
years of age; and
   WHEREAS, Lance Corporal Lucente had a new baby brother, Jake, whom
he had named and had only seen through the Internet, who was only
seven weeks of age when Lance Corporal Lucente died, and he is
survived by his parents, Kristen Mason and Tony Lucente; his sister,
Cassie, and brothers, Chris and Jake; and
   WHEREAS, Corporal Sean A. Stokes, from the City of Lake of the
Pines, graduated from Bear River High School in 2001; and
   WHEREAS, Corporal Stokes was courageous, dedicated, and passionate
about serving as a Marine, cared deeply for his fellow Marines, and
extended his enlistment to volunteer for a third tour of duty to
serve with his platoon when it was redeployed to Iraq; and
   WHEREAS, Corporal Stokes, who was assigned to 3rd Battalion, 1st
Marine Regiment, I Marine Division, 1st Marine Expeditionary Force,
was killed in action in Iraq on July 30, 2007, at 24 years of age;
and
   WHEREAS, Corporal Stokes is survived by his mother, Rita
Ventresca, father, Gary, stepmother, Sue Stokes, and brother, Kevin;
and
   WHEREAS, In honor of the service and sacrifices of Lance Corporal
Strain, Lance Corporal Lucente, and Corporal Stokes, it would be a
fitting tribute to designate the Brighton Street overcrossing over
State Highway Route 20 in the City of Grass Valley as the Gold Star
Memorial Bridge; and
   WHEREAS, Captain Mark Ratledge began serving the Cottonwood Fire
Department as a volunteer in 2003, was promoted to Captain in 2008,
and served the department for nine years utilizing expertise he
obtained while performing the perilous duties of fire protection as a
member of the Redding Fire Department and the United States Forest
Service; and
   WHEREAS, Captain Ratledge was always willing to share his
knowledge and skill as a Training Officer for the Cottonwood Fire
Department; and
   WHEREAS, Captain Ratledge died, at 35 years of age, on February
29, 2012, after being struck by an out-of-control vehicle while he
was working the scene of another accident; and
   WHEREAS, Captain Ratledge, is survived by his parents, Jack
Ratledge and Maria Closa; his fiancée, Jennifer Hobbs; his daughter,
Sophia; his stepdaughter, Hannah Jasperse; his stepson, Conner Hobbs;
and his sister, Susana Ratledge; and
   WHEREAS, In honor of Captain Ratledge's service and sacrifice it
would be a fitting tribute to designate the portion of State Highway
Route 5 from the Bowman Road overcrossing to the northbound Main
Street on ramp in the City of Cottonwood as the Captain Mark Ratledge
Memorial Highway; and
   WHEREAS, Officer Michael Anthony Osornio was born on May 4, 1968,
in the City of Fayetteville, North Carolina, the youngest of four
children, to Rafael and Guadalupe Osornio; and
   WHEREAS, In 1976, his family moved to the City of La Puente,
California, and in 1979, moved to the City of Walnut where Officer
Osornio attended Suzanne Middle School and Walnut High School, where
he was a very active student and played football; and
   WHEREAS, Officer Osornio relocated to the City of Montclair, where
he resided with his fiancée, Tina Skipper, and their beloved dog,
Satchi; and
   WHEREAS, Officer Osornio attended law enforcement classes at
Golden West College, where he received his Police Officer Standards
and Training Certificate in November 1991; and
   WHEREAS, In September 1993, Officer Osornio obtained his ultimate
desire by becoming a proud member of the La Habra Police Department,
where he served for 13 months; and
   WHEREAS, On October 31, 1994, Officer Osornio was patrolling the
southwest portion of the city during the graveyard shift and was
stopped at a red traffic signal at westbound La Habra Boulevard at
Beach Boulevard. He began to accelerate when the westbound traffic
signal changed to green, when his patrol car was hit by a vehicle as
Officer Osornio crossed through the intersection, and he died in the
line of duty from injuries sustained in the collision; and
   WHEREAS, The driver of that vehicle was driving at approximately
60 miles per hour and was subsequently convicted of a felony for
driving under the influence of alcohol; and
   WHEREAS, In 2000, the La Habra Police Department created the
Michael Osornio Drunk Driving Apprehension Award in honor of Officer
Osornio, and that award is given to the police officer who makes the
most arrests for driving under the influence; and
   WHEREAS, Officer Osornio is survived by his parents, Rafael and
Guadalupe Osornio; sisters, Sonia and Margarita; and brother, Rafael;
and
   WHEREAS, In honor of his service and sacrifice, it would be a
fitting tribute to designate a portion of State Highway Route 39 as
the La Habra Police Officer Michael Anthony Osornio Memorial Highway;
now, therefore, be it
   Resolved by the Senate of the State of California, the Assembly
thereof concurring, That the Legislature hereby designates the Burney
Creek Bridge on Main Street along State Highway Route 299, in the
unincorporated area of Burney, as the Deputy Kenneth Fredrick Perrigo
Memorial Bridge; and be it further
   Resolved, That the Legislature hereby designates the portion of
State Highway Route 5 from the Riverside Avenue overcrossing to the
North Red Bluff overcrossing in the City of Red Bluff as the Officer
David F. Mobilio Memorial Highway; and be it further
   Resolved, That the Legislature hereby designates the Brighton
Street Overcrossing over State Highway Route 20 in the City of Grass
Valley as the Gold Star Memorial Bridge; and be it further
   Resolved, That the Legislature hereby designates the portion of
State Highway Route 5 from the Bowman Road overcrossing to the
northbound Main Street on ramp in the City of Cottonwood as the
Captain Mark Ratledge Memorial Highway; and be it further
   Resolved, That the Legislature hereby designates the portion of
State Highway Route 39 on Beach Boulevard in the City of La Habra
from the south city limits to Whittier Boulevard as the La Habra
Police Officer Michael Anthony Osornio Memorial Highway; and be it
further
   Resolved, That the Department of Transportation is requested to
determine the cost of appropriate signs consistent with the signing
requirements for the state highway system showing each of these
special designations and, upon receiving donations from nonstate
sources sufficient to cover the cost of the sign for which the
donations were made, to erect that sign; and be it further
   Resolved, That the Secretary of the Senate transmit copies of this
resolution to the Department of Transportation and to the author for
