CHAPTER 163

Relative to the Annette Brooks Memorial Bridge.

SCR 56, McGuire. Annette Brooks Memorial Bridge.

This measure would designate the bridge over Jordan Creek on State Highway 101 in the County of Humboldt as the Annette Brooks Memorial Bridge. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

WHEREAS, Annette Kaleialoha Brooks, a 36-year veteran of the Department of Transportation (Caltrans), who served as a toll booth collector for eight and one-half years before becoming a steel structural painter and moving up the ranks to Steel Structural Painter Supervisor in Rio Dell in the southern part of the County of Humboldt, was murdered at the Caltrans facility on April 24, 2017, while she was working at her job; and

WHEREAS, Annette Brooks of Carlotta, California, who was 61 years of age, and who moved to Rio Dell after working in the San Francisco Bay area, rose up through the ranks over her 36-year career and was well-liked among her longtime colleagues at Caltrans, as well as her friends in the County of Humboldt; and

WHEREAS, Annette Brooks was born in Houston, Texas, on June 12, 1955, and graduated in 1973 from Vintage High School in the City of Napa, California; and

WHEREAS, Annette’s middle name, “Kaleialoha,” means the wreath of love, which completely describes who she was and how well she will be remembered by her friends and colleagues; and

WHEREAS, Annette loved creating and her talent is reflected in all of her art, and she also was engaged in various clubs within the community; and

WHEREAS, Annette’s laugh, beautiful smile, and helping heart will be sadly missed by all of her colleagues and her friends; and

WHEREAS, Annette is survived by her siblings: Brian of Honolulu, Hawaii, Curtis of American Canyon, California, Dr. Douglas (Kiana) of Corona, California, Evalani (Thomas) of Ewa Beach, Hawaii, and Ferlin (Yeshuah) of Opihikao, Hawaii, and her nieces and nephews: Heather (Wayne) Tellez, Jordon, Kiana, Jeran, Kalei, Austin, Kalena, Aaron, Kyle, Trever, Emily, Nanea, Nainoa, Ohia, and Alia Rose; and

WHEREAS, Annette was part of the Caltrans family and it is important that we pay tribute to and commemorate her life and memory; now, therefore, be it

Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature recognizes the contributions of Annette Brooks to the people of the State of California and designates the Bridge Number 04-0208 over the Jordan Creek on State Highway 101 in the County of Humboldt at post mile 46.19, as the Annette Brooks Memorial Bridge; and be it further

Resolved, That the Department of Transportation is requested to determine the cost of erecting the appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it further

Resolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
