SCR 49, as introduced, DeSaulnier. Federal economic recovery plan

and opportunity by spending economic recovery funds on goods and
services that create American jobs. The measure would also state the
Legislature's encouragement of all state entities to purchase goods

Americans who are struggling to maintain or find jobs in an
increasingly difficult environment; and
WHEREAS, Those Americans are taxpayers who provide the revenue
needed to operate essential government services; and
WHEREAS, Congress approved, and President Obama signed, a

of dollars to help restore the economy and immediately provide jobs
to millions of unemployed Americans, including Californians, through
infrastructure rebuilding, green energy projects, and other projects
that will require manufactured goods and services; and
WHEREAS, Taxpayer dollars should be spent to maximize the creation
of jobs in America and to restore the economic vitality of our
national, state, and local communities; and
