BILL NUMBER: SCR 49 INTRODUCED BILL TEXT INTRODUCED BY Senator DeSaulnier JUNE 11, 2009 Relative to spending federal economic recovery plan funds. LEGISLATIVE COUNSEL'S DIGEST SCR 49, as introduced, DeSaulnier. Federal economic recovery plan funds. This measure would state the Legislature's support for maximizing the creation of American jobs and the restoration of economic growth and opportunity by spending economic recovery funds on goods and services that create American jobs. The measure would also state the Legislature's encouragement of all state entities to purchase goods and services produced in the United States with any economic recovery funds provided to the state. Fiscal committee: no. WHEREAS, The economic downturn is having a critical impact on Americans who are struggling to maintain or find jobs in an increasingly difficult environment; and WHEREAS, Those Americans are taxpayers who provide the revenue needed to operate essential government services; and WHEREAS, Congress approved, and President Obama signed, a taxpayer-sponsored economic recovery plan that will provide billions of dollars to help restore the economy and immediately provide jobs to millions of unemployed Americans, including Californians, through infrastructure rebuilding, green energy projects, and other projects that will require manufactured goods and services; and WHEREAS, Taxpayer dollars should be spent to maximize the creation of jobs in America and to restore the economic vitality of our national, state, and local communities; and WHEREAS, Goods and services produced within the United States that are purchased with economic recovery funds immediately strengthen struggling American families by providing jobs and will ultimately help stabilize our economy; and WHEREAS, The state should spend economic recovery funds to buy goods and services produced within the United States, thus employing American workers who pay the taxes that fund the economic recovery plan; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature of the State of California supports maximizing the creation of American jobs and the restoration of economic growth and opportunity by spending economic recovery funds on goods and services that create American jobs; and be it further Resolved, That the Legislature encourages all state entities to purchase goods and services produced in the United States with any economic recovery funds provided to the state; and be it further Resolved, That the Secretary of the Senate transmit a copy of this resolution to the author for distribution.
