Relative to the Officer Tommy Scott Memorial Highway.

SCR 39, Allen. Officer Tommy Scott Memorial Highway.
This measure would designate a specified portion of Interstate Highway Route 405 in the County of Los Angeles as the Officer Tommy Scott Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs.

WHEREAS, Tommy Scott was born and raised in Los Angeles, California; and
WHEREAS, Before joining the Los Angeles International Airport police, Tommy Scott was an Aquatic Supervisor for the Los Angeles Department of Recreation and Parks for 15 years and a lifeguard at Celes King III Pool; and
WHEREAS, Tommy Scott saved two children from drowning during his time with the Los Angeles Department of Recreation and Parks; and
WHEREAS, Tommy Scott was a car buff who played basketball; and
WHEREAS, Tommy Scott attended the Rio Hondo Police Academy in Whittier; and
WHEREAS, Officer Scott came to the Los Angeles International Airport Police Department in 2001 after turning down a job with the Los Angeles Police Department, saying he preferred the airport police department because he “wouldn’t get transferred”; and
WHEREAS, Officer Scott spent his days patrolling the airfield, the airport’s horseshoe-shaped road, terminals, and perimeter, often with trainees or visitors in tow; and
WHEREAS, Tommy Scott dedicated himself completely to anything he did, working overtime as an airport police officer, but returning whenever he could to be a lifeguard at city pools; and
WHEREAS, Officer Scott had a high profile at several major events at the airport, including being first on the scene when a flashlight exploded in the Bradley terminal and Officer Scott directed other officers to evacuate the crowded building and solicited the cooperation of hundreds of passengers; and
WHEREAS, On April 29, 2005, a pedestrian commandeered Officer Scott’s patrol car on Lincoln Boulevard, dragging him along as he struggled for control of the steering wheel and eventually hitting a fire hydrant, killing Officer Scott; and
WHEREAS, Officer Scott was the first Los Angeles Airport Police Officer to die in that department’s 59-year history; and
WHEREAS, Officer Tommy Scott is survived by his father, Hubert Scott, now deceased, stepmother, Jo Ann Carter-Scott, and his older brother, Hubert Scott, Jr.; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the southbound portion of Interstate Highway Route 405 from Imperial Highway undercrossing No. 53-1241 (postmile R21.222) to West Century Boulevard undercrossing No. 53-1243 (postmile 22.216) in the County of Los Angeles as the Officer Tommy Scott Memorial Highway; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signing requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost of the signs for which the donations were made, to erect those signs; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
