BILL NUMBER: SCR 28 CHAPTERED BILL TEXT RESOLUTION CHAPTER 91 FILED WITH SECRETARY OF STATE SEPTEMBER 15, 2011 APPROVED BY GOVERNOR SEPTEMBER 15, 2011 ADOPTED IN SENATE SEPTEMBER 9, 2011 ADOPTED IN ASSEMBLY SEPTEMBER 8, 2011 AMENDED IN ASSEMBLY JUNE 30, 2011 INTRODUCED BY Senator Strickland (Coauthor: Assembly Member Achadjian) MARCH 24, 2011 Relative to the Federal Correctional Officer Scott Williams Memorial Highway. LEGISLATIVE COUNSEL'S DIGEST SCR 28, Strickland. Federal Correctional Officer Scott Williams Memorial Highway. This measure would designate a specified portion of State Highway Route 1 in Lompoc as the Federal Correctional Officer Scott Williams Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs. WHEREAS, On April 3, 1997, Federal Correctional Officer Scott Williams was violently murdered by an inmate while working as a Federal Correctional Officer at the United States Penitentiary in Lompoc; and WHEREAS, Officer Williams died needlessly at a very young age; and WHEREAS, It is important to remember Officer Williams and to honor the contributions he made to our country; and WHEREAS, Officer Williams was born in Ventura and graduated from Lompoc High School in 1986; and WHEREAS, Upon graduating from high school, Officer Williams enlisted in and honorably served the United States Marine Corps, receiving numerous awards for his outstanding service; and WHEREAS, Officer Williams married his high school sweetheart, Kristy, in March of 1990; and WHEREAS, In December of 1990, Officer Williams, as a reservist, was called to active duty to serve in Operation Desert Storm and received the "Marine of the Year" award; and WHEREAS, After serving his country overseas, Officer Williams returned to serve his country at home; and WHEREAS, Upon his return, Officer Williams began working for the Federal Bureau of Prisons in Lompoc as a Federal Correctional Officer in 1993 and was selected as a member of the Special Operations Response Team; and WHEREAS, Officer Williams and his wife Kristy were blessed with two beautiful daughters, Kaitlin and Kallee, who were just five years old and eleven months old when Officer Williams was killed; and WHEREAS, Officer Williams was actively involved in his community, where he volunteered with the local Men's Club and the Lions Club; and WHEREAS, Upon his death, Officer Williams was laid to rest at Los Alamos Cemetery in Los Alamos, where services brought thousands of mourners from across the country including friends, family, fellow officers, the United States Attorney General, and other officials to honor Officer Williams and pay their respects; and WHEREAS, Officer Williams is survived by his widow Kristy, his daughters Kaitlin and Kallee, and his parents, Jim and Aida Williams; and WHEREAS, Officer Williams' death is a tragic reminder that the law enforcement officers who serve the public risk their lives on a daily basis; and WHEREAS, We can only hope that this small tribute to Officer Williams and his family serves as a reminder of his sacrifice and that the safety of all of our law enforcement officers is a matter of statewide and national concern; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the northbound and southbound portion of State Highway Route 1 between the California Boulevard exit and the Santa Lucia Canyon Road/Floradale Avenue exit in Lompoc is hereby designated the Federal Correctional Officer Scott Williams Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs; and be it further Resolved, That the Secretary of the Senate transmit a copy of this resolution to the Director of Transportation and to the author for appropriate distribution.
