Relative to the Los Angeles County Sheriff’s Deputy Joseph Solano Memorial Overcrossing.

SCR 24, Stern. Los Angeles County Sheriff’s Deputy Joseph Solano Memorial Overcrossing.
This measure would designate the overcrossing on State Route 118 at Balboa Boulevard in the County of Los Angeles as the Los Angeles County Sheriff’s Deputy Joseph Solano Memorial Overcrossing. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, erect those signs.

WHEREAS, Of all the promises America offers, none is more elusive or precious than the right to be free from crime and violence; and
WHEREAS, Californians are indebted every day to our peace officers, and we pay special tribute to their bravery and dedication and share in their pain when one of their members is killed in the line of duty; and
WHEREAS, The men and women of law enforcement have the unenviable task of guaranteeing the public’s safety and it is as difficult and dangerous as it is important, as evidenced by the death, at 50 years of age, of Deputy Joseph Gilbert Solano of the Los Angeles County Sheriff’s Department, who was tragically shot on June 10, 2019, in the City of Alhambra and ultimately succumbed to his injuries on June 12, 2019; and
WHEREAS, Deputy Solano faithfully served the residents of the County of Los Angeles as a deputy sheriff; and
WHEREAS, Deputy Solano stated that the reason he became a law enforcement officer was to be a role model and to make a positive difference in other people’s lives, and as a deputy sheriff, he was praised by his peers, supervisors, and members of the community for his tireless efforts to protect people, prevent incidents, and serve as a leader; and
WHEREAS, It is appropriate to recognize the hazardous work, serious responsibility, and strong commitment that Deputy Solano willingly accepted during his 13 years as a law enforcement officer; and
WHEREAS, Deputy Solano is remembered as a dedicated and devoted partner to his fiancée, Julianna; a loving son to his parents, Joe and Nardina; a caring father to his stepdaughter, Jessica, and son, Matthew; a thoughtful sibling to his sister, Christina; and a man who committed his life, beliefs, and career to the County of Los Angeles and the safety of its residents; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the overcrossing on State Route 118 at Balboa Boulevard in the County of Los Angeles as the Los Angeles County Sheriff’s Deputy Joseph Solano Memorial Overcrossing; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
