   Relative to Small Business Month.


	LEGISLATIVE COUNSEL'S DIGEST


   SCR 24, as introduced, Price. Small Business Month.
   This measure would proclaim the month of May 2011 as Small
Business Month to raise awareness of the contributions made by
outstanding entrepreneurs and small business owners.

   WHEREAS, Every year since 1963, the President of the United States
has proclaimed National Small Business Week to recognize the
contributions of small businesses to the economic well-being of
America. National Small Business Week 2011, as proclaimed by
President Barack Obama, is May 16 through May 20; and
   WHEREAS, In 2011, National Small Business Week will honor the
estimated 27.2 million small businesses in America. Small businesses
are major contributors to the strength of the American economy. More
than one-half of Americans either own or work for a small business.
They also create 60 to 80 percent of new jobs in the country. Small
businesses drive innovation, create 21st century jobs and increase
United States competitiveness; and
   WHEREAS, California is home to the most innovative and competitive
firms in the world, placing us consistently among the top 10
economies in the world. The great majority of these businesses
consist of 500 employees or less. Small businesses embody the
risk-taking, entrepreneurial spirit that is the backbone of our
Golden State; and
   WHEREAS, In an effort to reaffirm this state's commitment to small
businesses, the California Governor's Office of Economic Development
was created last year with the mission of facilitating economic
growth through the development and implementation of strategic
policies and partnerships. When we utilize the private sector along
with local and national organizations, we are able to enhance the
human and capital infrastructure of California thereby increasing our
competitive advantage in the global marketplace; and
   WHEREAS, California's small businesses are integral to a sound
economic foundation of this state because small businesses provide a
majority of all private sector jobs and constantly create new
employment opportunities for Californians; and
   WHEREAS, California's small businesses are critical to the current
economic health of this state because small businesses produce more
than one-half of California's gross domestic product; and
   WHEREAS, California's small businesses are a key factor in the
future success of the state's economy because small businesses are
innovative forces in the marketplace and are among those most likely
to take risks to create new technologies and industries; and
   WHEREAS, In these turbulent economic times, it is the small
business owners who will lead the charge back to full employment
output. Approximately 52 percent of our private sector labor force is
working hard in a small business to produce for a worldwide market;
and
   WHEREAS, A 2009 study conducted at California State University at
Sacramento concluded that state contracting with small businesses in
California resulted in more money being distributed within the state
economy than contracting with larger businesses; now, therefore, be
it
   Resolved by the Senate of the State of California, the Assembly
thereof concurring, That the Legislature hereby recognizes the month
of May 2011 as Small Business Month to raise awareness this year of
the contributions made by outstanding entrepreneurs and small
business owners; and be it further
   Resolved, That the Secretary of the Senate transmit copies of this
resolution to the author for appropriate distribution.
