LEGISLATIVE COUNSEL'S DIGEST

SCR 187, as introduced, Ochoa Bogh. Father’s Day.
This measure would observe June 21, 2026, as Father’s Day and recognize the contributions of fathers and father figures.
Fiscal Committee: NO

WHEREAS, Since 1910, the United States has recognized the enduring and significant contributions of fathers through the celebration of Father’s Day on the third Sunday in June; and
WHEREAS, Research shows that when fathers are actively involved in their children’s lives, children often perform better in school, behave better, and build stronger friendships; and
WHEREAS, Studies show that children who have involved fathers experience improved mental and emotional health; and
WHEREAS, The quality of a father’s involvement can have a profound influence on children’s beliefs about relationships and their willingness to invest in future romantic partnerships; and
WHEREAS, Greater father involvement has been associated with positive child development; and
WHEREAS, In the words of President Barack Obama, fathers “are teachers and coaches. They are mentors and role models. They are examples of success and the men who constantly push us toward it”; and
WHEREAS, Studies by the University of California, Berkeley, show that the presence of a close father in adult children’s lives can have a significant influence on their social networks by providing both tangible and intangible skills and resources; and
WHEREAS, Children with supportive and engaged fathers tend to develop stronger social competence, healthier peer relationships, and improved communication and language skills; and
WHEREAS, Decades of social science research have found that children raised with engaged and present fathers are less likely to experience incarceration, delinquency, academic failure, poverty, and social disconnection, and boys from father-absent homes were roughly twice as likely to be incarcerated as those raised in intact families, highlighting the importance of fatherhood to both family well-being and public safety; and
WHEREAS, According to the United Nations Convention on the Rights of the Child, “the family, as the fundamental group of society and the natural environment for the growth and well-being of all its members and particularly children, should be afforded the necessary protection and assistance so that it can fully assume its responsibilities within the community”; and
WHEREAS, Supportive coparenting relationships between fathers and mothers are critically important and are associated with better self-regulation and fewer behavioral problems in children; and
WHEREAS, Research shows that fathers play a vital role in children’s health outcomes and overall development, including reduced risk of childhood obesity and improvements in sleep habits; and
WHEREAS, Positive father-child relationships are associated with higher life satisfaction and greater self-esteem among both boys and girls; and
WHEREAS, In the words of President George W. Bush, “Fathers are one of the most important influences in the lives of children, and their unconditional love is an indispensable anchor of certainty and strength”; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the California Legislature hereby observes Father’s Day this June 21, 2026, and calls upon all Californians to recognize and honor the contributions of millions of fathers who serve as dedicated parents and positive role models in the lives of their children; and be it further
Resolved, That the Legislature recognizes Father’s Day as an important opportunity to reflect on and celebrate the meaningful contributions of engaged and supportive fathers and father figures throughout California; and be it further
Resolved, That Father’s Day serves as a time to honor and appreciate the fathers and father figures who provide guidance, support, and care in our communities; and be it further
Resolved, That the presence of an engaged father or father figure is associated with improved outcomes across many measures of a child’s well-being, and the Legislature acknowledges the vital role fathers and father figures play in fostering healthy families and strong communities; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
