Vietnamese Boat People Memorial Intersection.
This measure would designate a specified intersection in the City of Westminster in the County of Orange as Vietnamese Boat People Memorial Intersection and request that the Department of Transportation determine the cost of appropriate signs consistent with the sign requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, erect those signs.

WHEREAS, After the fall of Saigon, millions of Vietnamese people and their families, including, but not limited to, former military personnel, government officials, and those who had worked for the United States during the Vietnam war, fled Vietnam to surrounding areas and the United States; and
WHEREAS, Hundreds of thousands of Vietnamese people risked their lives by fleeing their homeland aboard small wooden boats ill-equipped for the ocean. These emigrants reached refugee camps in Malaysia, Thailand, the Philippines, Hong Kong, and Indonesia, while approximately one-half of the people fleeing Vietnam in search of freedom and democracy perished at sea; and
WHEREAS, The United States led the resettlement efforts and there are now over 2 million Vietnamese people living in the United States, with a large portion of them in California. According to the United States Census for 2010, more than 580,000 Vietnamese people live in California, with the largest Vietnamese community found outside of Vietnam residing in the County of Orange; and
WHEREAS, To honor the memory of the boat people who perished in their attempt to escape the persecution they faced, the Vietnamese Boat People monument was erected in the Westminster Memorial Park’s Asian Garden of Peaceful Eternity in the City of Westminster. The monument contains four statues on a slab resembling a raft within a pool. Surrounding the statues and pool are 54 blocks of stone, on which are engraved the names of over 6,000 deceased boat people; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the intersection where State Route 39 and Bolsa Avenue meet in the City of Westminster in the County of Orange as Vietnamese Boat People Memorial Intersection; and be it further
Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the sign requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
