This measure would, among other things, reaffirm California’s commitment to universal human rights and call for the end to the humanitarian catastrophe in Gaza and the immediate release of all hostages.

WHEREAS, The horrific humanitarian catastrophe in Gaza caused by the conflict between Israel and Hamas has resulted in the documented loss of over 60,000 lives and the displacement of 1,700,000 Palestinians, and widespread destruction, prompting calls for immediate action for a cease-fire, humanitarian aid, and relief; and
WHEREAS, Hamas and allied fighters killed approximately 1,200 people in Israel, and kidnaped roughly 251 hostages during the horrific October 7 terror attacks; roughly 50 hostages remain living under dire conditions in Gaza; and
WHEREAS, Many food security experts have confirmed famine conditions in Gaza with significant risk of starvation and with more than 50,000 people facing devastating conditions and millions more in emergency or crisis food insecurity; and
WHEREAS, The World Health Organization has reported a profound collapse of the health system, with many hospitals only partially functional and critical shortages of power, water, medicines, and supplies; and
WHEREAS, International humanitarian law prohibits removal of ethnic groups from their homelands, collective punishment, the use of civilians as human shields, and indiscriminate attacks that kill civilians, and United Nations bodies and the International Committee of the Red Cross have repeatedly reminded all parties including both the Israeli government and Hamas of these obligations; and
WHEREAS, California is home to significant Jewish, Muslim, Arab, Israeli, and Palestinian communities, each of which plays a significant role in the life of our state and contributes to the beautiful tapestry that makes California the beacon of hope that it is, and California has a compelling interest in affirming human dignity, the protection of civilians, and the importance of compliance with international law; now, therefore, be it
Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature calls for an end to the conflict between Israel and Hamas; and be it further
Resolved, That the Legislature supports and calls for immediate steps to end the humanitarian catastrophe in Gaza, including famine conditions, civilian casualties and injuries, destruction of homes and infrastructure, and the collapse of health and education systems; and be it further
Resolved, That the Legislature demands that Hamas and other terror groups in Gaza holding hostages immediately release those hostages, including those who are dead for families to bury and have closure; and be it further
Resolved, That the Legislature calls on all parties, including Hamas and Israel, to comply with international humanitarian and human rights law; and be it further
Resolved, That the Legislature urges an internationally monitored and encouraged peace process that seeks reconciliation, justice, and rebuilding, grounded in international human rights law; and be it further
Resolved, That the Legislature urges immediate and sustained humanitarian access, coordinated by the United Nations and international relief agencies, to deliver food, medicine, and shelter to civilians in Gaza; and be it further
Resolved, That the Legislature supports an internationally led framework for reconstruction in Gaza, including health, housing, education and more, and for accountability through investigations by relevant authorities; and be it further
Resolved, That the Legislature affirms that the protection of civilians on both sides of the border must be paramount, including children, women, the elderly, and displaced persons, and condemns the use of civilians as human shields, the targeting of civilian areas, and indiscriminate fire into villages, towns, and cities; and be it further
Resolved, That the Legislature encourages renewed diplomatic engagement, supported by international mediators, to lay the groundwork for a just and lasting peace that recognizes the dignity, rights, and security of both Palestinians and Israelis; and be it further
Resolved, That the Legislature reaffirms solidarity with all California communities impacted by rising anti-semitism, Islamophobia, and anti-Arab and anti-Palestinian hate stemming from the conflict; and be it further
Resolved, That the Legislature reaffirms California’s commitment to universal human rights and stands with communities affected by war, displacement, violence, and persecution; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the Governor and the author for appropriate distribution.
