BILL NUMBER: SCA 8 INTRODUCED BILL TEXT INTRODUCED BY Senator Wyland FEBRUARY 17, 2011 A resolution to propose to the people of the State of California an amendment to the Constitution of the State, by adding Section 29 to Article IV thereof, relating to the Legislature. LEGISLATIVE COUNSEL'S DIGEST SCA 8, as introduced, Wyland. Joint legislative committee: job creation and economic development. The California Constitution requires the Legislature to convene in regular biennial session at noon on the first Monday in December of each even-numbered year to consider legislation. This measure would require the Legislature to convene a joint committee during each regular session to hear testimony from business representatives regarding how to improve job creation and economic development in the state. It would require the committee to transmit a record of the recommendations received to each Member of the Legislature for the purpose of the Legislature's passage of legislation to improve job creation and economic development. Resolved by the Senate, the Assembly concurring, That the Legislature of the State of California at its 2011-12 Regular Session commencing on the sixth day of December 2010, two-thirds of the membership of each house concurring, hereby proposes to the people of the State of California that the Constitution of the State be amended as follows: That Section 29 is added to Article IV thereof, to read: SEC. 29. The Legislature shall convene a joint committee during each regular session to conduct hearings regarding the business climate in the state. The committee shall invite representatives from a variety of businesses to testify and provide recommendations for improving job creation and economic development. The committee shall transmit a record of the recommendations received to each Member of the Legislature for the purpose of the Legislature' s passage of legislation to improve job creation and economic development.
