LEGISLATIVE COUNSEL'S DIGEST
Existing law requires litter receptacles to be placed on specified public places. Existing law requires any person owning or operating any establishment or public place in which litter receptacles are required to be placed to procure, place, and maintain those receptacles on the premises at that person’s own expense.
This bill would make nonsubstantive changes to those provisions.

The people of the State of California do enact as follows:
SECTION 1.
Part 1.65 (commencing with Section 34090) is added to Division 24 of the Health and Safety Code, to read:PART 1.65. Housing Rental Subsidies for Skilled Nursing Facility Patients Pilot Program
34090.
(a) (1) The Department of Housing and Community Development shall implement, upon appropriation by the Legislature, a pilot program to provide housing rental-related subsidies to skilled nursing facility patients who, but for a lack of housing, would be discharged from the facility.(a)It shall be the responsibility of any person owning or operating any establishment or public place in which litter receptacles are required by this chapter to procure, place, and maintain those receptacles at their own expense on the premises in accordance with this chapter.
(b)The responsibility for the removal of litter from receptacles placed at publicly owned places shall remain with the public agencies. The responsibility for the removal of litter from receptacles placed on private property shall remain with the owner of the property or, in cases where the owner is not in actual possession of the premises, with the tenant of the property.
