    An act to amend Section 70900 of the Education Code,
relating to California Community Colleges.   An act
relating to educational accountability. 


	LEGISLATIVE COUNSEL'S DIGEST


   SB 618, as amended, Dutton.  California Community
Colleges: board of governors.   Educational
accountability: public elementary and secondary education system.

   Existing law establishes the  California Community
Colleges, under the administration of the Board of Governors of the
California Community Colleges   public elementary and
secondary education system in this state, which, as administered by
school districts throughout the state, offers instruction in
kindergarten and grades 1 to 12, inclusive. Existing law also
establishes the University of California, under the administration of
the Regents of the University of California, and the California
State University, under the administration of the Trustees of the
California State University  , as  one   2
 of the segments of public postsecondary education in this
state.
   This bill would  make technical, nonsubstantive changes to
those provisions   express the intent of the
Legislature to hold the public elementary and secondary education
system responsible for adequately preparing its pupils and that
graduates of the public elementary and secondary education system
should be prepared to enroll at a campus of the University of
California or the California State University without the need to
take remedial education courses  .
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    It is the intent of the Legislature:
 
   (a) To hold the public elementary and secondary education system
responsible for adequately preparing its pupils.  
   (b) That graduates of the public elementary and secondary
education system should be prepared to enroll at a campus of the
University of California or the California State University without
the need to take remedial education courses. 
  SECTION 1.    Section 70900 of the Education Code
is amended to read:
   70900.  There is hereby established the California Community
Colleges, a postsecondary education system consisting of community
college districts established pursuant to law and the Board of
Governors of the California Community Colleges. The board of
governors shall carry out the functions specified in Section 70901
and local districts shall carry out the functions specified in
Section 70902.
