The people of the State of California do enact as follows:
SECTION 1.
Section 4100.3 is added to the Welfare and Institutions Code, to read:4100.3.
(a) (1) On or before July 1, 2022, the department shall develop a plan to expand the capacity of its facilities to reduce wait times for a person committed to a department facility pursuant to the Lanterman-Petris-Short Act (Part 1 (commencing with Section 5000) of Division 5) to 60 days or less.(a)The department shall submit a report to the Legislature no later than August 1, 2022, regarding the anticipated cost of expanding the capacity of its facilities to reduce wait times for patients to be admitted to a department facility. The report shall include the anticipated costs of expanding department facilities to reduce wait times to a variety of levels, including, but not limited to, reducing the wait time for a person committed to a department facility pursuant to the Lanterman-Petris-Short Act (Part 1 (commencing with Section 5000) of Division 5) to 60 days or less.
(b)(1) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
(2)Pursuant to Section 10231.5 of the Government Code, this section shall remain in effect only until January 1, 2026, and as of that date is repealed.
