   An act to amend Section 12578 of the Water Code, relating to
water.



	LEGISLATIVE COUNSEL'S DIGEST


   SB 498, as introduced, Cogdill. The State Water Resources Law of
1945.
   The State Water Resources Law of 1945 declares that the people of
this state have a primary interest in the control and conservation of
flood waters, prevention of damage by flood waters, the washing away
of river and stream banks by floods, and in the determination of the
manner in which flood waters shall be controlled for the protection
of life and property and the control, storage, and use of this state'
s water resources in the general public interest.
   This bill would make technical, nonsubstantive changes to that
declaration.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 12578 of the Water Code is amended to read:
   12578.  It is hereby declared that the people of  the
State   this state  have a primary interest in the
control and conservation of flood waters, prevention of damage by
flood waters, the washing away of river and stream banks by floods,
and in the determination of the manner in which flood waters shall be
controlled for the protection of life and property and the control,
storage, and use of  the State's   this state's
 water resources in the general public interest.
