SB 474, as introduced, McGuire. Energy.
The California Constitution establishes the Public Utilities Commission, with jurisdiction over all public utilities, including electrical and gas corporations. The California Constitution grants the commission certain general powers over all public utilities, subject to control by the Legislature. The California Constitution authorizes the commission to establish rules for all public utilities, subject to control by the Legislature, and to establish its own procedures, subject to statutory limitations or directions and constitutional requirements of due process.
This bill would state the intent of the Legislature to enact subsequent legislation related to energy and utilities.

The people of the State of California do enact as follows:
