LEGISLATIVE COUNSEL'S DIGEST
Existing law requires an employer to furnish employment and a place of employment that is safe and healthful for its employees.
This bill would state the intent of the Legislature to enact legislation that would require an employer to develop and implement contact tracing and safety policies for its employees, including requiring notice to the employer when an employee receives a positive COVID-19 test.

The people of the State of California do enact as follows:
SECTION 1.
It is the intent of the Legislature to establish principles and priorities to guide California’s economic recovery, with an emphasis on high road employers, and tools to uplift workers and frontline communities most impacted by the COVID-19 pandemic, as well as other social, racial, gender, environmental, and economic inequalities.SEC. 2.
Article 1.6 (commencing with Section 16365.6) is added to Chapter 2 of Part 2 of Division 4 of Title 2 of the Government Code, to read:Article 1.6. American Rescue Plan Act Funds
16365.6.
(a) A state agency that receives and disburses American Rescue Plan Act of 2021 (H.R. 1319 — 117th Congress: American Rescue Plan Act of 2021) (ARP) funds or other federal recovery funds, shall, to the extent authorized by federal law, consider projects’ potential impacts on all of the following goals:16365.6.3.
The Labor and Workforce Development Agency shall establish an internet website where the public can track the expenditure of federal ARP funds by the state and how funded projects meet the goals specified in subdivision (a) of Section 16365.6.It is the intent of the Legislature to enact legislation that would require an employer to develop and implement contact tracing and safety policies for its employees, including requiring notice to the employer when an employee receives a positive COVID-19 test, so as to protect the health and safety of its employees and the public at large.
