The people of the State of California do enact as follows:
SECTION 1.
Chapter 3.8 (commencing with Section 44790) is added to Part 25 of Division 3 of Title 2 of the Education Code, to read:CHAPTER 3.8. California STEM Professional Teaching Pathway

This chapter shall be known, and may be cited, as the California STEM Professional Teaching Pathway Act of 2017.44791.
The Legislature finds and declares all of the following:44792.
The California STEM Professional Teaching Pathway is hereby established for the purpose of recruiting, training, supporting, and retaining qualified science, technology, engineering, and mathematics (STEM) professionals, including military veterans, as mathematics and science teachers in California. The California STEM Professional Teaching Pathway shall be administered by the California Center on Teaching Careers, as established in Section 45 of Chapter 29 of the Statutes of 2016 (Senate Bill 828 of the 2015–16 Regular Session). The activities associated with the California STEM Professional Teaching Pathway may include, but are not limited to, all of the following:(a)The sum of ____ dollars ($____) is hereby appropriated annually from the General Fund, beginning in the 2017–18 fiscal year, to the commission for allocation to the California Center on Teaching Careers, established in Section 45 of Chapter 29 of the Statutes of 2016 (Senate Bill 828 of the 2015–16 Regular Session), for the purposes of this
chapter, subject to a new competitive grant process.
(b)Funds annually appropriated under this section shall be allocated for direct support of the activities described in Section 44792.
(c)For purposes of making the computations required by Section 8 of Article XVI of the California Constitution, the appropriations made by subdivision (a) shall be deemed to be “General Fund revenues appropriated for school districts,” as defined in subdivision (c) of Section 41202, for the fiscal year in which the funds are appropriated, and included within the “total allocations to school districts and community college districts from General Fund proceeds of taxes appropriated pursuant to Article XIII B,” as defined in subdivision (e) of Section 41202, for the fiscal year in
which the funds are appropriated.

The commission shall document the impacts of this chapter and shall include that information in the report submitted to the Department of Finance, the relevant policy and fiscal committees of the Legislature, and the Legislative Analyst on the outcomes of the California Center on Teaching Careers, as provided in subdivision (i) of Section 45 of Chapter 29 of the Statutes of 2016 (Senate Bill 828 of the 2015–16 Regular Session). The commission shall include in that report all of the following information:(b)A report to be submitted to the Legislature pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
