The people of the State of California do enact as follows:
(a)The department shall develop and implement the Resilient Merced County Incentive Pilot Program to do both of the following:
(1)Assist the County of Merced, by providing financial and technical assistance, to support the county’s climate action plan development and goals through the use of a scenario-planning tool developed by the department, including the TerraCount tool, that models the greenhouse gas and natural resource implications of different land use development patterns and management activities.
(2)Provide financial assistance to private landowners to voluntarily implement activities resulting from the scenario-planning tool and supported by the County of Merced to
help meet its climate goals.
(b)Activities described in subdivision (a) are eligible for grants under the Sustainable Agricultural Land Conservation Program that is funded by the Strategic Growth Council consistent with the requirements of Part 1 (commencing with Section 75200) of Division 44.
(c)On or before ____, the department shall submit to the Legislature, in accordance with Section 9795 of the Government Code, a report on the results of the pilot program and a recommendation as to whether the program should be expanded to other areas of the state.
(d)This section shall remain in effect only until January 1, ____, and as of that date is repealed.
