   An act to add Article 7.25 (commencing with Section 9147.5) to
Chapter 1.5 of Part 1 of Division 2 of Title 2 of the Government
Code, relating to the Legislature.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 1397, as introduced, Wyland. Joint Legislative Committee on Job
Creation and Economic Development.
   Existing law creates the Joint Legislative Budget Committee to
ascertain facts and make recommendations to the Legislature and to
the houses thereof concerning the state budget, the revenues and
expenditures of the state, the organization and functions of the
state, its departments, subdivisions, and agencies, and such other
matters as may be provided for in the Joint Rules of the Senate and
Assembly.
   This bill would create the Joint Legislative Committee on Job
Creation and Economic Development and require the committee to hear
testimony from business representatives regarding how to improve job
creation and economic development. The bill would require the
committee to transmit a record of the recommendations received to
each Member of the Legislature for the purpose of enacting
legislation to improve job creation and economic development.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Article 7.25 (commencing with Section 9147.5) is added
to Chapter 1.5 of Part 1 of Division 2 of Title 2 of the Government
Code, to read:

      Article 7.25.  Joint Legislative Committee on Job Creation and
Economic Development


   9147.5.  (a) The Joint Legislative Committee on Job Creation and
Economic Development is hereby created. The committee shall convene
during each regular session to conduct hearings regarding the
business climate in the state. The committee shall invite
representatives from a variety of businesses to testify and provide
recommendations for improving job creation and economic development.
The committee shall transmit a record of the recommendations received
to each Member of the Legislature for the purpose of enacting
legislation to improve job creation and economic development.
   (b) The committee shall consist of Members of the Senate and
Assembly selected in the manner provided for in the Joint Rules of
the Senate and Assembly.
