   An act to amend  Section 3   Sections 3 and 5
 of the San Gorgonio Pass Water Agency Law (Chapter 1435 of the
Statutes of 1961), relating to the San Gorgonio Pass Water Agency.

   SB 1378, as amended, Morrell. San Gorgonio Pass Water Agency:
board of directors.
   Existing law, the San Gorgonio Pass Water Agency Law, establishes
the San Gorgonio Pass Water Agency to, among other things, acquire,
or contract to acquire, waterworks or a waterworks system, and other
property useful or necessary to store, convey, supply, or otherwise
make use of water, within a specified area of the County of
Riverside. The law provides for a 7-member board of directors, 5 of
whom are elected from 5 separate divisions, with 2 directors elected
at large by the voters of the agency as a whole.
   This bill would  make a nonsubstantive change to the board
of directors provision.   decrease to 5 the number of
members on the board of directors of   the agency by
removing the 2 directors elected   at large.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 3 of the San Gorgonio Pass Water Agency Law
(Chapter 1435 of the Statutes of 1961), as amended by Section 2 of
Chapter 41 of the Statutes of 1983, is amended to read:
  Sec. 3.  The  board of directors shall, at its first
meeting, or as soon thereafter as practicable, divide the 
agency  into   shall be comprised of  five
divisions, which shall be as nearly as practicable equal in area. The
divisions shall be numbered first, second, third, fourth, and fifth.
One director shall be elected for each division by the voters
thereof at the next general agency election following the
organization of the  agency, and two directors at large shall
be elected at the election by the voters of the agency as a whole.

   SEC. 2.    Section 5 of the   San Gorgonio
Pass Water Agency Law   (Chapter 1435 of the Statutes of
1961), as amended by Section 1 of Chapter 249 of the Statutes of
1967, is amended to read: 
  Sec. 5.  The board of directors of the agency organized under this
act shall consist of  seven   five 
members. The Board of Supervisors of Riverside County shall appoint
the first board of directors, each of whom shall be a resident or
owner of real property within the agency, and shall hold office until
his  or her  successor is elected. Following the creation
of the five divisions of the agency by the first board of directors,
and at the first agency election thereafter, all successors of the
first board shall be elected or chosen at the time and in the manner
provided in the Uniform District Election Law, which shall apply to
the agency.
