An act relating to community development.

SB 1277, as introduced, Bradford. Community development.
Existing law authorizes certain local agencies to form a community revitalization authority within a community revitalization and investment area to carry out provisions of the Community Redevelopment Law for purposes related to, among other things, infrastructure, affordable housing, and economic revitalization.
Under existing law, the Department of Parks and Recreation controls the state park system, which is made up of units, one of which is the Colonel Allensworth State Historic Park.
This bill would state the intent of the Legislature to enact future legislation to invest in the African American community, including infrastructure and economic revitalization projects, and Colonel Allen State Historic Park.

The people of the State of California do enact as follows:


SECTION 1.

 (a) The Legislature finds and declares all of the following:
(1) In August 1908, Colonel Allen Allensworth and four other settlers established a town founded, financed, and governed by African Americans.
(2) Their dream of developing an abundant and thriving African American community stemmed directly from a strong belief in programs that allowed African Americans to help themselves create better lives.
(3) Colonel Allen Allensworth’s dream was thwarted by his untimely passing.
(4) In addition, there were policy and practical decisions made that were driven by bias and animus, which hurt the town and its people.
(5) These actions included the movement of a train station away from the community and the diversion of water that the community needed to thrive.
(6) It is the intent of the Legislature to support the vision of Colonel Allen Allensworth to create a community built on capacity, resilience, and African American liberation.
(b) Therefore, it is the intent of the Legislature to enact future legislation to invest in the African American community, including infrastructure and economic revitalization projects, and Colonel Allen State Historic Park.
