An act to add Section 131060 to to, and to add and repeal Section 131061 of, the Health and Safety Code, relating to public health.

California Standard Diagnostic for Valley Fever standard diagnostic. Fever.
Existing law establishes the State Department of Public Health to implement and administer various programs relating to public health.
This bill would require the State Department of Public Health to create a California Standard Diagnostic for Valley Fever. The bill would request that the University of California at Merced and the University of California at San Francisco School of Medicine Fresno campus consult on the creation of that standard diagnostic. The bill would additionally, until January 1, 2028, require the department to conduct an awareness campaign about the diagnostic, as specified.

The people of the State of California do enact as follows:
SECTION 1.
Section 131060 is added to the Health and Safety Code, to read:131060.
(a) The State Department of Public Health shall create a California Standard Diagnostic for Valley Fever.(b) The University of California at Merced and the University of California at San Francisco School of Medicine Fresno campus are requested to consult on the creation of the California Standard Diagnostic for Valley Fever.
SEC. 2.
Section 131061 is added to the Health and Safety Code, to read:131061.
(a) The department shall conduct an awareness campaign to communicate with local health jurisdictions, providers, and the public about the California Standard Diagnostic for Valley Fever created pursuant to Section 131060.(b) The department may, as part of its administration of the campaign, provide outreach to all of the following:
(1) The general public.
(2) Geographic regions where valley fever is more endemic.
(3) At-risk populations, including, but not limited to, all of the following:
(A) Pregnant women.
(B) Older adults.
(C) Persons with diabetes or weakened immune systems.
(D) African Americans or Filipinos.
(4) (A) Health care providers, including providers who may diagnose or treat individuals for valley fever, and clinicians who work in either primary care or emergency room settings, hospitals, or in the arena of workers’ compensation insurance.
(B) For purposes of this paragraph, outreach to health care providers shall also include physician education, resources, and tools.
(5) Health care professional associations or societies.
(6) Health care employers.
(7) Local public health officers and health departments, with an emphasis on endemic areas.
(c) The department shall perform an evaluation of the campaign following the conclusion of the campaign. The department shall make this evaluation in the form of a report available to the public and post it on the department’s internet website.
(d) This section shall remain in effect only until January 1, 2028, and as of that date is repealed.
